The City of Rovaniemi is one of the shareholders of the Arctic Circle Residuum Oy, while the other shareholders are the municipalities of Ranua and Pello. In accordance with Section 43 of the Waste Act, the City of Rovaniemi has transferred to it the waste management service tasks provided for by law to The Arctic Circle Residuum Oy (hereinafter the customer).

Rovaniemi uses two separate waste management transport systems for waste management, a collection of waste organised by the property owner and organised by the municipality. Maps of the areas of municipal waste collection can be found at the internet address https://residuum.fi/palvelut/kodin-jatehuolto/jatehuollon-aluekartta/ . The general map of the Rovaniemi kjj area is attached to the contract notice as Appendix 1. In these areas, waste management agreements are concluded with the Arctic Circle's Residuum.

This acquisition concerns the municipal transport of waste in force in the City of Rovaniemi area in accordance with Section 36 of the Waste Act, and municipal waste, biowaste or other waste generated or treated as equivalent to housing in accordance with Sections 32 and 33 of the Waste Act. The procurement concerns contract area 9, which was presented at a market dialogue event on 5 May 2022, which was a public event and the invitation to the event was published as an EU contract notice on 22 April 2022, prior information notice, Dnro 2022/S 079-212464.

In addition to waste collection, this procurement also includes the emptying of ecopoints, the collection of circulating waste, the guidance of customers and the collection of cash fees for circulating waste collection. The matters set out in the contract notice and its annexes are the minimum requirements contained in the service under which the service provider (hereinafter referred to as the contractor) undertakes to implement the services.

Napapiirin Residuum Oy does not commit to any quantity of customers, emptying or waste. The contract notice is accompanied by the existing driving routes, indicating the quality of the waste container, the waste to be collected, the emptying address and the emptying interval. According to the agreement to be concluded, the contractor undertakes to collect the waste from the customer's future customers at the same price as the collection price in this tendering procedure according to the definition of each waste container.

The Customer will not pay any separate compensation for any potentially decreasing or increasing number of customers.

Separate areas of municipal waste collection and ecopoints managed by Residuum Oy in the Arctic Circle will be treated as a single contract area and one contractor will be selected as an operator in this tendering process, and the selection will not in any way limit the contractor's participation or the winning of the procurement competition in the future procurement of bio and packaging waste by Residuum Oy of the Arctic Circle.

The collection of combustible waste by property and at joint collection points and the collection of packaging waste at both the property and the ecopoint is a unit price contract with a single emptying of the collection tool as the unit. The quotation leaves one unit price to two decimal places, €/piece, VAT 0% (EUR per piece) for each collection tool. The unit price/volume is the same for all types of waste. The unit price must include all operating costs
