1. The subject of the order is the development of a draft conservation plan for Natura 2000 Bialowieska Forest PLC200004 excluding the area of Bialowieza National Park.

2. The Ordering Party does not divide the order into parts. Thus, the contracting agent shall not permit the submission of partial tenders referred to in Article 7 (15) of the Pzp Act.

3. The Contracting Authority does not provide for the distribution of the contract into parts because the scope of the work necessary to perform the subject of the contract constitutes a coherent whole which should be performed by one contractor.

4. A detailed description of the subject matter of the order is Annex 1 to the SWZ.

5. The order is implemented as part of the project NFOŚiGW entitled “Development of a draft conservation plan for Natura 2000 Bialowieska Forest PLC200004 excluding the area of Bialowieza National Park”.

1. The draft plan for Natura 2000 area must be drawn up on the basis of:

a. Current Standard Data Form (SDF) and maps of the area covered by the Project Plan, made available in electronic version by the Ordering Party;

b. The results of the research and studies carried out for the Natura 2000 area at the disposal of the Contracting Authority;

c. Methodical manuals for monitoring habitats and species developed in the framework of the State Environmental Monitoring (PMŚ), available on the website of the Chief Inspectorate of Environmental Protection;

d. The results of field surveys, natural inventory and materials collected during the work on the project of the Plan by the Contractor and expertise of experts.

2. The Ordering Party has materials developed for Natura 2000 Bialowieska Forest area, which will be made available to the Contractor within 7 working days from the date of conclusion of the Agreement.

3. The scope of work necessary for the implementation of the plan project must be carried out in accordance with:

a. Article 29 of the Act of 16 April 2004 on the Protection of Nature (Journal of Laws of 2021, item 1098, as amended);

b. Regulation of the Minister of Environment of 30 March 2010 on drawing up a draft conservation plan for Natura 2000 (Journal of Laws of 2010, No. 64, item 401, as amended);

c. Article 39 of the Act of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and environmental impact assessments (Journal of Laws of 2021, item 247, as amended);

d. other legal acts, current at the date of receipt of the order, concerning the subject of the order.

FINAL PRODUCT OF THE OBJECT OF THE ORDER

The Natura 2000 Area Plan Project consists of:

a. Project Plan documentation, compiled in accordance with the guidelines set out in Annex 11 to SWZ;

b. A draft regulation by the Minister of Climate and Environment on the establishment of a conservation plan for Natura 2000 area together with the OSR, developed in accordance with Annex 12 to the SWZ;

c. The project of the updated SDF area together with the justification;

d. project change/correction of area boundaries (shp files) along with justification;

e. a GIS base containing information about the area, including the distribution of natural habitats and sites and habitats of species constituting objects of Natura 2000 conservation;

f. other documents referred to in Annexes 1 and 11 to the SWZ.

SCOPE OF WORK NECESSARY FOR THE DEVELOPMENT OF THE DRAFT PLAN

The planning process leading to the drafting of the Plan consists of the following substantive steps:

Stage I: Preliminary.

Stage II: Development of the Plan Project.

Step III: Opinifying and verifying the Project Plan.
