This call for tenders concerns general project management services relating to studies and construction work for ten acoustic screens on the Escota network (A8 / A50 and A57).

The services concern the design of the project and the monitoring of the works as well as additional missions. The work will be carried out at night for half of the screens, and during the day for the other half from the municipal or motorway network under beaconing.

These works are located in the Alpes-Maritimes (06) and Var (83) departments.

The main mission, entrusted for the detailed design of the works then for the monitoring of the execution of the works, includes in particular:

1) “AVP” mission: pre-project studies, including BIM;

2) “PRO” mission: Project studies, including BIM;

3) “DCE” mission: preparation of business consultation files, with proposal for allotment to the MOA in compliance with the objectives set allowing to achieve the objectives of quality / sustainability / safety, cost and deadlines;

4) “ACT” mission: assistance to the MOA for the award of works contracts, including the preparation of files for presentation for approval by the CM;

5) "VISA" mission: Visa of the execution studies;

6) "DET" mission: Works execution management;

7) “OPC ETU” mission: Scheduling, steering and coordination of the operation of the Study phases;

8) “OPC TRA” mission: Scheduling, steering and coordination of the operation of the Works and proofing phases;

9) “SYN ETU” mission: preparation of documents and summary plans for the operation of the Study phases, including BIM;

10) “SYN TRA” mission: preparation of documents and summary plans for the operation of the Works and proofing phases, including BIM;

11) "AOR" mission: Assistance to operations prior to reception and to perfect completion with the control and complement of the DOEs of companies until approval by the MOA.

In these missions, the contract holder will ensure the implementation and administration of the electronic management of documents of the operation in accordance with the requirements and nomenclature of the MOA.

The additional coordination, study and project management assistance missions will include in particular:

12) “MC ECI” mission: G2 PRO geotechnical studies on the basis of geotechnical investigations;

13) “MC RES” mission: assistance in carrying out diagnostics, preparing agreements, steering concessionaires for deviation and network summaries;

14) “MC SYN ETU” mission: assistance in consolidating the AVP and PRO studies;

15) “MC ACT ETU” mission: assistance in designating external controls for safety audits during the Studies phase;

16) “MC ACT TRA” mission: assistance in designating external controls during the Works phase;

17) “MC ENV 1” mission: assistance with regulatory files (listed sites, Natura 2000, historic monuments, tree cutting and felling, etc.);

18) “MC ENV 2” mission: assistance with Water Law (LSE) files (regulatory study, implementation and follow-up of files), and compatibility studies with existing or being implemented Flood PPRs;

19) “MC OPC ETU” mission: summary of OPC monitoring within the scope of the operation of the Study phases;

20) “MC OPC TRA” mission: summary of OPC monitoring within the scope of the operation of the Works and proofing phases;

21) “MC DESC ETU” mission: assistance in obtaining highway DESCs, summary of operations;

22) “MC DESC TRA” mission: assistance in obtaining highway DESCs, summary of operations;

23) “MC BIM ETU” mission: project monitoring in BIM during the Study phases;

24) “MC BIM TRA” mission: project monitoring in BIM during the Realization and proofing phases;

25) “MC ASBC ETU” mission: Assistance with budgetary and accounting monitoring: budget and accounting forecasting-monitoring, risk management of projects for the entire operation, during the Study phases;

26) “MC ASBC TRA” mission: Assistance with budgetary and accounting monitoring: budget and accounting forecasting-monitoring, risk management of projects for the entire operation, during the Works and proofing phases;

27) “MC COM ETU” mission: assistance in the implementation of communication supports such as schedules, diagrams, technical notes illustrated in the Studies phase;

28) “MC COM TRA” mission: assistance in the implementation of communication supports such as schedules, diagrams, technical notes illustrated during the works phase.
