Study in Support of the Analytical and Editing Work with Regard to the GSP Assessment and Reporting to the European Parliament (EP) and the Council

A study to analyse the progress, or lack of progress, made by selected GSP beneficiaries over time and to assist in the transition to the revised GSP regulation post 2023. The data from the study will be used for internal Commission purposes to support the drafting of the final GSP report under the current GSP Regulation, for which the contractor shall also assist with the preparation of communication materials.

A study to provide an analysis over time of the developments enabled by the GSP+ scheme in beneficiary countries and in EBA beneficiary countries under enhanced engagement, including progress or lack thereof in the implementation of relevant international conventions. Particular emphasis should be placed on environmental and climate conventions, reflecting the European Green Deal priorities. Furthermore, to assist the Commission in analysing the state of play for each GSP+ beneficiary in meeting the requirements of the new regulation, including addressing shortcomings in the ratification and implementation of newly proposed conventions in Annex VI of the GSP legislative proposal, and in proposing a template for a plan of action to meet the existing and new requirements. Lastly, to assist the Commission in preparing communication materials, such as factsheets and country fiches, supporting the final GSP report.
