The target of the procurement is the construction contract of Helen Sähköverkko Oy's Kruununhaka substation.

The acquisition includes the demolition of an existing building and the construction of a new electricity distribution station building, as well as earthworks and building services related to the contract. For more information, see section II.2.4) "Description of the procurement" and the attached draft invitation to tender.

Helen Electricity Network Ltd (hereinafter referred to as the Contracting Entity, the Contracting Authority or the Client) is in the process of renewing the substation located in Kruununhaka, Helsinki. The contract for the renewal of the substation includes, for example, the demolition of an existing building, the construction of a new substation building, earthworks and technical building services, etc. to the specified extent.

The project will be carried out in a dense urban environment, and the selected contractor must therefore take into account that the functions that support the construction, such as storage, social and office premises, etc. should mainly be located elsewhere than on the construction site. The operation of the electricity distribution station operating in the adjacent building must not be jeopardized under any circumstances. In addition, the selected Contractor must note that both the building to be demolished and the building to be built in its place are limited to neighboring properties.

The liability limits of the scope of the contract form a natural whole, which is why the contract is put out to tender as a single entity.

The scope of the contract is described in more detail in the contract calculation documents, which will be delivered to the full scope to the Tenderers selected on the basis of the requests to participate by means of a preliminary invitation to tender. The procurement will be carried out by means of a negotiated procedure in accordance with the Act on Public Procurement and Concession Contracts in Special Sectors.
