1. Brief project description

The Idar-Oberstein Clinic is to be restructured and modernized in several construction phases. In the first construction phase, the existing hospital will be expanded by an extension / new extension. In addition to a new operating theatre area with 8 operating theatres and a new intensive care unit, the building is to be expanded to include a new occupational therapy and physiotherapy, acute geriatrics, neonatology, paediatrics, general care ward and other medical service and examination rooms. The extension / new extension will be connected to the existing building on the north and west sides, in some cases over a large area. A new helicopter landing pad is to be located on the roof of the extension.

In the course of the 1st construction phase, one of the first measures to be taken is to intercept the southern slope so that the fire brigade bypass can be postponed. The engineering structure for the necessary slope interceptions is also to be accompanied in addition to the new construction and the interventions in the existing building.

The extension / new extension is planned as a "skeleton building" in solid construction with a point-supported ceiling. The stiffening is carried out by means of appropriate reinforced concrete walls and ceiling panes. A helipad with a solid ceiling slab and steel substructure is planned on the roof.

The foundation is carried out over the existing rock soils or in the front area via a pile foundation. The existing building will be partially built over or penetrated with columns. Likewise, load-bearing components (columns / foundations) must be installed in the existing heating system during operation.

Due to the newly planned bypass, which will also be widened towards the slope compared to the current bypass, safety measures are required for the new road (retaining structures in the form of reinforced earth or massive retaining structures). It is also necessary to check the slope situation itself.

Currently, there is no subsoil report on the soil conditions in the Hangs area. This is currently being created and will be submitted later.

It has not yet been finally agreed whether a building application will be submitted for the entire measure or whether the building construction and the external facilities (traffic facility and engineering structure for slope support) will be submitted in two separate building applications (object planning and traffic facilities + engineering structures).

In addition to the fee offer determined by the BVS-HRS, we ask you to state the amount of the ancillary costs and hourly rates. Additional services are commissioned on an hourly basis if required. See also point 4 Criteria.

In addition to the completed fee form and an informal presentation of your 3 references, we ask for an informal concept to explain how you can ensure short-term availability and the necessary on-site presence.

We ask you to consider the following milestones:

- Start of processing: mid / end of September 2023

- Completion of LP 4 - Approval planning: Expected at the beginning of November 2023

-Start of construction preliminary measures: expected in May 2024

- Start of construction of new building: Expected October 2024

- Completion of shell construction: Expected August 2026

The exact dates will then be agreed upon by the project team.

2. Scope of services (service description)

The services of the test engineer are to be fulfilled within the meaning of § 9 Execution of test orders of the State Building Code on test experts for stability (PrüfSStBauVO).

A) Control of the static calculation

Verification of the structural calculation with regard to the evidence of structural safety and serviceability if they serve the safety or function of the structure, regardless of the calculation, with regard to:

-Completeness

- Consideration of all basics

- Consideration of all regulations

- Design with regard to the interfaces for several planners

- Plausibility of system selection

- Consideration of all influences

- Plausibility of the calculation model

- Proof of structural safety

- Proof of serviceability if they serve safety or function (changes in the shape of ceilings on which load-bearing walls stand, crack widths in white tubs, etc.)

- Presence of approvals for the use of typed components

- the dissipation of forces into the subsoil

- construction stages relevant to the structural safety of the final state (e.g. composite structures, etc.)

- the excavation pit protection, if it is part of the final structure or if it serves to secure an object.

B) Examination of the construction plans of the load-bearing components

- Consistency with the static calculation

- Compliance with design rules

- Completeness of the representation of the load-bearing components

- unambiguous presentation

- Instructions for execution

- Leadership and overview plans

- for concrete components:

o Formwork plan (in accordance with the statics)

o Construction plans, as far as statically relevant

- For steel components:

o Workshop plan (profiles, sheet thicknesses, connections, fasteners) main dimensions, etc.

- for wooden components:

- Work sets (cross-sections, connections, main dimensions, etc.)

C) Prüfdokumentation

- Prüfvermerke

o the static calculation must be provided with an audit note on the cover sheet, as well as with a signature and date

o Plans and other work instructions must be marked with an inspection note, as well as a signature and date

-Reports

oTest reports can be generated for parts of the test scope.

In any case, a final report must be drawn up.

- The test report contains:

o Examiner

o Subject matter of the audit

o Builder or client

the Projektersteller

o Basics

o Calculation and testing methods used

o List of documents checked

o Any deviations from the technical

o Building regulations (approval note)

o Result of the test

o Any conditions

o Signature, date and round seal

In addition to checking and documenting the structural design and calculations, the following services must be provided by the structural engineer:

-Essential coordination with the test engineer is required before the approval planning is prepared or before the approval documents are submitted

-Checking workshop drawings for steel construction (helipad)

-Checking any existing precast plans

-Inspection of curtain walls, railings, fall protection measures -

-Reinforcement acceptances must be carried out

-Availability with regard to construction supervision in the course of the roch construction work as well as interventions in the existing building must be guaranteed

In principle, good availability is expected by the structural engineer.

3. Remuneration

The fee is determined by the BVS-HRS. The quote must include your hourly rates. The additional costs can only be given as a percentage. A separate settlement of travel expenses is not desired and must be taken into account accordingly in the ancillary costs.
