Tenders shall be submitted in the manner deemed appropriate by EMTSAM, which shall be reflected in the invitation notice made for that purpose. In whose content all the necessary information will be provided so that the admitted companies can make the corresponding offer and, where appropriate, to participate on equal terms. In the case of more complex invitations to tender, the specific technical requirements of the invitation to tender shall be attached. Admitted companies will send the tenders through the electronic public sector procurement platform. Ordinarily, the offers will be requested from the Classified Companies based on the needs that arise and an invitation message will be sent through the electronic contracting platform. As a general rule, the procedure for the award of each contract shall be carried out by restricted procedure, with tenderers selected from among the undertakings qualified. EMTSAM may also use the negotiated procedure under the Framework Agreement. In the absence of express mention, it will be understood that the procedure is restricted and that all classified companies are selected. The final award will in principle be made by selecting the best tender. Likewise, in no case will EMTSAM imply the obligation to develop all the works of a similar nature under this Framework Agreement, and EMTSAM may both carry out said works through its own means, as well as tender and / or award services of the same nature included in this project through contracting procedures independent of this Framework Agreement when technical conditions concur, administrative or economic that justify it
