This invitation to tender covers real estate and consumer price statistics. The statistical services forming the subject of this invitation to tender are divided into the following lots:
Lot 1: Assistance and support to EU Member States and EFTA Countries in the development of Commercial Real Estate Indicators;
Lot 2: Research on Commercial Real Estate Space Market;
Lot 3: Support for manual on Commercial Real Estate Indicators;
Lot 4: Update of the Methodological Manual on Harmonised Indices of Consumer Prices.
The aim of this lot is to provide assistance and support to EU Member States and EFTA countries in the development of Commercial Real Estate Indicators (CREI).
Task 1 requires the contractor to provide a helpdesk to Member States and EFTA countries.
Task 2 requires the contractor to provide technical assistance to NSIs.
Task 3 requires the contractor to provide training courses.
The main objective of this lot is to prepare a review of the literature on compilation of rental indices, conduct research on the CRE space market in selected Member States and prepare recommendations upon which subsequent methodological decisions can be based.
Task 1 requires the contractor to review the literature.
Task 2 requires the contractor to prepare a consultation plan and a questionnaire on the CRE space market.
Task 3 requires the contractor to carry out consultations on the CRE space market.
Task 4 requires the contractor to provide a presentation and a final report.
The main objective of this lot is to provide two reports that can be used for the future manual on CRE indicators, regarding the indicators used in analysing commercial real estate markets and the methods for compiling indicators/index construction.
Task 1 requires the contractor to draft a report on the indicators used in analyzing commercial real estate markets.
Task 2 requires the contractor to draft a report on methods for compiling CRE indicators.
The main objective of this lot is the updating of the HICP Methodological Manual.
Task 1 requires the contractor to prepare a roadmap and outline.
Task 2 requires the contractor to draft the manual.
Task 3 requires the contractor to provide presentations to the Task Force HICP Quality Improvement meeting.
Task 4 requires the contractor to participate in the Price Statistics Working Group.
Task 5 requires the contractor to participate to discussion in workshops.
Task 6 requires the contractor to finalise the manual.
