The object is the provision of maintenance, development and maintenance services of an existing web application, consisting of ensuring the proper functioning, performance, security, availability and reliability of the web application for a period of 20 months. The order includes the provision of graphic services and warranty service and transfer of copyright property rights, related rights to works related to the performance of the object of the order, its servicing and improvement.

Used software on the Ordering Party server for the correct operation of the current website:

•CakePHP Framework 2.7.7,

•CakePHP Template System (*.cpt),

•MySQL 5.6,

•PHP 5.6,

•Apache 2.2

The web application is a tool for the smooth functioning of the existing website of the Poland-Russia Cross-Border Cooperation Programme 2014-2020, located at the URL: https://www.plru.eu/.

Detail. the description of the subject of the order is set 4 to SWZ

The subject of the order is the provision of maintenance, development and maintenance services of an existing web application, consisting of ensuring the proper functioning, performance, security, availability and reliability of the web application for a period of 20 months.

The web application runs in a proprietary CMS system based on the CakePHP Framework version 2.7.7.

The Contractor will provide a web application maintenance, development and technical support service that will ensure adequate functioning, performance, security, availability and reliability of the system.

The Contractor will provide the commencement of the maintenance, development and technical support service of the web application from June 1, 2022.

The web application maintenance, development and maintenance service includes:

(a) Respond by appropriate modification of the web application to any security incidents, technical glitches detected, software errors and application protection against new threats.

b) Making changes to the system in connection with the identification of new forms of threats for the correct operation of the system (e.g.: new forms of attack on the website, detection of security vulnerabilities in technologies used by the application, etc.) should update the framework to the latest version on command of the Ordering Party.

(c) Performing a current and periodic inspection of the system in connection with the attempted attack on the system aimed at increasing its security in areas which have been subjected to attack attempts and to make possible changes.

d) Removing failures, defects, faults resulting from malfunctioning of a web application.

e) Remove defects in the operation of a web application arising after a database update or any of the companion applications.

f) Optimize the web application to achieve the maximum possible performance.

g) Ensure the correct operation and display of the website by web browsers: Opera, Google Chrome, Mozilla Firefox, Edge.

h) Preparing instructions for application maintenance activities such as installation, startup, system update.

i) Preparing (creation) new image files used on the site.

Expansion services with new functionalities

The Ordering Party provides for a maximum of 60 working hours to add new functionality of the website, not covered by monthly remuneration (lump sum). The Ordering Party reserves the right not to use the maximum hour limit in full - a minimum of 10 hours. The rate for each started time of work of the programmer is charged according to the offer. In the framework of works not covered by monthly wages, it is foreseen to add:

• new functionalities,

• new modules,

• new graphics files used on the site prepared by the graphic designer.

As part of the provision of the above services, the Contracting Authority shall transmit the necessary data to the Each modification requires acceptance of the Ordering Party. The maximum time of the ordered expansion changes shall not exceed 14 calendar days from the time of the order by the Ordering Party.

In the framework of technical support, the Contractor is obliged for a period of 20 months from 1 June this year to comply with the following conditions:

• Support users in operation,

• The provision of technical support services in the field of:

a) updating and delivering system patches,

b) the removal of incidents and irregularities in the operation of the system.

(c) technical support may be carried out through:

Telephone contact,

Email contact.

The Contracting Authority shall require that persons performing acceptance and handling applications related to the performance of the service are employed at least throughout the period of completion of this contract under an employment contract. Determination of the employment dimension of the Contractor shall leave the contractor's discretion.
