However, 1 round of negotiations is expected with all pre-qualified bidders, however, the contracting entity has the opportunity to extend the rounds of negotiations.

There is no allowance for preparation of application and tender material in connection with the pre-qualification or tender phase, including participation in negotiation meetings.
