The subject of the contract is to review the nature documentation and draft protection plan for the marine area of the Natura 2000 "Ławica Słupska" (PLC 990001). Review should be understood as a substantive assessment of the following documents provided to the Reviewer by the Employer:

a) nature documentation for 1 Natura 2000 area,

b) draft protection plan for 1 Natura 2000 area.

The review should assess the fulfillment of substantive and formal requirements set out in the ToR by the contractor of nature documentation and the draft protection plan, and should answer the question whether the content of both studies can be a reliable and sufficient basis for developing a draft protection plan.

1. The subject of the order is the review of nature documentation and draft protection plan for the marine area of the Natura 2000 "Ławica Słupska" (PLC 990001). The order is a task implemented under the project No. POIS.02.04.00-00-0027 / 17 "Draft protection plan for the marine Natura 2000 Ławica Słupska", co-financed from the Cohesion Fund under the Operational Program Infrastructure and Environment 2014-2020, Priority Axis II, measure 2.4. Nature protection and environmental education, subtype: 2.4.3b: Protection plans for Natura 2000 areas and national parks.

On 15.7.2018, the Maritime Office in Słupsk signed a contract with the Consortium of companies: Leader of the consortium: Maritime Institute in Gdańsk with headquarters in Gdańsk (80-830) at ul. Długi Targ 41/42, NIP 583-000-35-79 and a member of the consortium: MEWO SA with headquarters in Straszyn (83-010) at ul. Starogardzka 16, NIP 583-315-93-42, the subject of which is "Development of a draft protection plan together with conducting public consultations for the marine Natura 2000 Ławica Słupska.

The contract concerns the performance of the above-mentioned service by a team of reviewers.

2. By the phrase "protection plan" is meant a draft regulation of the Minister of the Environment regarding the protection plan for the Natura 2000 area, referred to in art. 29 paragraph 3 of the Act of 16.4.2004 on nature protection (i.e. Journal of Laws 2018 item 142 as amended) prepared in accordance with art. 29 paragraph 8 of the Act cited and the Regulation of the Minister of the Environment of 30.3.2010 on drawing up a draft protection plan for the Natura 2000 area (Journal of Laws No. 64, item 401).

3. By the phrase "nature documentation" is meant the documentation of the draft protection plan developed in the form of a textual description, tabular listings, graphical and cartographic representations, databases including digital information layers, including data constituting the basis for the formulation of the draft conservation plan.

4. Review should be understood as substantive assessment of the following documents provided to the Reviewer by the Employer:

a) nature documentation for 1 Natura 2000 area,

b) draft protection plan for 1 Natura 2000 area.

5. Review referred to in point 2.5. should assess the fulfillment of substantive and formal requirements set out in the ToR by the contractor of nature documentation and the draft protection plan, and should answer the question whether the content of both studies may constitute a reliable and sufficient basis for developing a draft protection plan. The review should contain information:

a) assessment of the proposed research methodology and assessment of the conservation status of natural habitats and habitats of species,

b) on the assessment of the proposed substantive scope of the GIS standard, which was used in the cartographic part of studies for sea basins,

c) assessment of the proposed research methodology,

d) assessing the harmonization of the proposed GIS data standard with the "GIS Data Standard in Nature Conservation" (substantive scope, table structure, symbolization, labels, etc.),

e) from the evaluation of existing information on individual areas in the scope indicated in the Regulation of the Minister of the Environment of 30.3.2010 on the preparation of a draft protection plan for the Natura 2000 area (Journal of Laws of 2010 No. 64, item 401, from as amended),

f) from the assessment of hydrological and geomorphological characteristics of Natura 2000 areas,

g) from assessing the results of inventory of natural habitats and sites and habitats of plant and animal species together with determining their conservation status,

h) evaluation of the results of the analysis of hydrological conditions for natural habitats and habitats of plant and animal species,

i) the assessment of available data and conducted natural inventories (unpublished materials collected and analyzed and published studies useful for preparing draft conservation plans),

j) from the assessment of the scope and substantive content of texts, attachments, including maps,

k) from the assessment of the test methods used
