The district of Gütersloh wants to erect a three-storey administration building on a plot of land in Halle (Westphalia), which will house the North Regional Office of the Youth Department. The subject of this procedure is engineering services in structural design and building physics (thermal insulation and energy balancing and building acoustics (sound insulation)).
The district of Gütersloh is located in North Rhine-Westphalia (Ostwestfalen-Lippe). The Regional Office North of the Youth Department is to be built on the currently still developed property at Alleestraße 60, 33790 Halle (Westphalia). The buildings currently on the property will be dismantled by the city of Halle (Westphalia). The dismantling is not the subject of the tendered service.
A three-storey new building with a gross floor area of around 1,100 m² is to be planned. It is an administrative building open to the public. Therefore, accessibility must be guaranteed for all public areas. The usable area must be at least 784 m². The building is to be designed for a total of 29 workplaces and will include additional areas (e.g. meeting rooms, playroom, kitchen). The preliminary cost target is to meet a budget of EUR 1,430,000.00 net for KG 300 (building construction) and EUR 561,000.00 net for KG 400 (technical systems), a total of EUR 300 and EUR 400 1,991,000.00 net.
The engineering services queried here relate to structural engineering, work phases 1 to 6 (§§ 49 ff. HOAI) and work phases 1 to 7 according to section 1.2.2 para. 1 of Annex 1 HOAI for thermal insulation and energy balancing as well as for building acoustics (sound insulation). The contracting authority will commission the services in stages in a maximum of two commissioning stages. In commissioning stage 1 with the award of the contract, the service phases 1 to 3 in accordance with § 51 para. 1 HOAI of the structural design and service phases 1 to 3 in accordance with section 1.2.2 para. 1 of Annex 1 HOAI for thermal insulation and energy balancing as well as for building acoustics (sound insulation) are initially commissioned. Furthermore, special services/additional services must be provided in accordance with the service description.
The fee is agreed on the basis of the Fee Schedule for Architects and Engineers (HOAI) in the currently valid version 2021. Among other things, bidders have the option of offering flat-rate percentage deductions or surcharges on the HOAI fee for the basic services. For special services/additional services, all-inclusive prices are to be offered.
The client intends to receive funds from the "Climate-friendly new construction" funding program of the Federal Ministry of Housing, Urban Development and Building.
The contracting authority awards further planning services in other lots, which are carried out as separate procurement procedures. Throughout the EU, these are the project planning of buildings and interiors, technical equipment HLS and technical equipment electrical. The structural engineering services to be awarded in the present award procedure are not further subdivided into lots.
