The contracting authority, Sirkula IKS, (and if an option is taken up, Hias IKS), would like to establish a framework agreement with one tenderer so that it can in a cost efficient and environmentally sound way procure tyres and tyre services for vehicles and site machines. If the option for Hias IKS is taken up, a separate contract will be signed on the same terms. Hias IKS and Sirkula IKS will be independent of each other as regards taking up the options for contract extensions.

The framework agreement will cover the contracting authority's need for tyres and tyre services for the available vehicle park. It includes tyres for passenger cars, goods vans, lorries, wheeled loaders, trailers, trucks, mobile rolling compactors, and other machines that require tyres at the contracting authority's locations. The list is not exhaustive. The vehicles have different tyre dimensions.

The framework agreement will have a two year duration, with an option for the contracting authority to extend the contract for a further 1+1 year, total up to four years. The contract is estimated to have a total value of NOK 3.5 million - NOK 5 million in the contract period, but the contracting authority is free to use the framework agreement for call-offs for up to NOK 6 million over the contract period.

The procurement of tyres means the procurement of summer tyres, studded winter tyres, year-round tyres, as well as tyre accessories, such as, not not limited to wheel rims, chains, valves, and wheel bolts. New products related to tyres and tyre services, as well as tyre dimensions that are not listed in annex 2 Price Sheet can be added in the framework agreement period.

The procurement of services means changing tyres, balancing, repairs to punctured tyres, filling tyres with fluid, siping, winter and summer storage of tyres, stand-by, and turnouts as required, as well as other services related to tyre services.
