The objective of this project is the development and acquisition of very wide field night vision binoculars (greater than 120°). The draft contract is subject to the procedure with negotiation in accordance with the provisions of Articles L 2324-3 and R 2324-3 of the Public Procurement Code. It takes place in two distinct and successive phases: call for applications and invitation to submit an offer. This publication concerns only the call for applications. The consultation file (including the consultation regulation, the commitment document, the book of special administrative clauses and the list of special technical clauses), will be sent later and only to the candidates admitted to tender

The services provided for under the contract are the development and industrial qualification of a very wide field night vision binoculars with light intensification, the serial acquisition of binoculars and their support. The number of binoculars that could be acquired under the market is estimated at 150 to 300 units. This is an estimate given for information purposes only and has no contractual value; it could evolve according to the needs expressed subsequently. Some services provided under the contract will be flat-rate. Others could be triggered by order forms in application of article R 2362-8 of the public order code (Ccp). Pursuant to Articles R 2372-19 to R 2372-21 of the CCP, since the contract may present technical uncertainties, it could also include a part intended to order supplies and services which could not be precisely defined in the initial contract.
