Framework agreement for language and integration mediators for the Youth Welfare Office of the City of Essen (ALL languages)
The subject of the tender is the awarding of services by language and integration mediators for Department 51/Youth Welfare Office of the City of Essen. In order to fulfil its duties in accordance with its duties, the department needs professional language and integration mediators to support professionals in the health, education and social services. Their task is to build bridges and thus improve communication between professionals and clients or customers with a migration background.
The assignment takes place in particular in the departments of official guardianships/guardianships, educational institutions, youth psychology institute and social services.
The language and integration mediators used
- Professional interpreting
- analyze conversational situations and intervene appropriately in the event of communication disorders
- apply mediation and conflict resolution techniques
- have the necessary vocabulary in the fields of education, social affairs, health and public administration
- impart socio-cultural and structural background knowledge between people with a migration background and specialist staff
- explain country-specific differences in medical, social and educational care
- assist social work professionals in helping people to help themselves
- take on tasks under the guidance of specialist staff (e.g. accompaniment during doctor's visits or visits to the authorities)
A framework agreement is concluded with a service provider for a period of one year with the three-time automatic renewal option for a further year (maximum term i.e. four years). The optional extension occurs automatically in each case, unless the client terminates the existing contractual relationship in writing at least six months before expiry. The contract starts on 01.02.2024; the base term thus ends on 31.01.2025; in any case, the contract ends at the end of the maximum term of four years on 31.01.2028.
The exact number of assignments occurring within the term of the contract cannot be conclusively stated. It is currently assumed that approximately 5,500 operating hours will be generated annually. These are estimates, so there is no obligation to purchase. The client reserves the right to exceed the estimated volume per year by up to 10% if necessary. The bidder's offer prices remain valid.
