The contract covers frame contracts for total contracts for the delivery, installation and verification of fiber optic networks for new start-ups, additions and densifications within existing regional and local fiber optic networks. The concept includes the construction of new access networks, including access nodes and local area networks. The agreement does not include remodeling or operational measures. Indicated volumes (SEK 280 million for the contract period) are assessed on 2021 development plans, but the actual outcome depends on the final degree of connection. Volumes thereafter are extremely uncertain as the availability of future funding is unknown.
Agreements are signed for two separate geographical areas. Area 1 applies to Eastern Norrbotten. Area 2 applies to coastal & inland municipalities.
For each area, one and two are appointed, so contracts may be signed up to four different bidders.
The procurement is administered by IT Norrbotten AB as Procurement Center, in accordance with LOU.

Area 2 applies to Boden, Luleå, Piteå, Älvsbyn, Arvidsjaur and Jokkkmokk's municipalities. Other municipalities in the county do not participate in the procurement.
