General planning services for the construction of a large heat pump powered by fjord water with a thermal output of approx. 60 MW.

Stadtwerke Flensburg operates a combined heat and power plant in Flensburg to generate heat for the district heating network. The district heating network has a length of approx. 700 km and comprises approx. 17,000 house connections. The maximum heat requirement is around 350 MW. At present, the heat supply is mainly ensured by natural gas-based combined cycle plants. As part of the decarbonisation of district heating generation, Stadtwerke Flensburg is planning to build a heat pump system to be operated with water from the fjord. In a first construction phase, a plant with a thermal output of around 60 MW is to be built. The plant is to be built on the premises of HKW in Batteriestraße in Flensburg. Commissioning is scheduled for 2026. The awarding of the construction and assembly services is planned on a lot-by-lot basis.

The requested scope of services includes:

- Preparation of approval planning

- Preparation of bills of quantities

- Support for tendering and awarding of contracts

- Supervision of work planning, construction/assembly, IBS and trial operation

- quality assurance

- documentation

- Deadline monitoring and interface coordination

The services are to be provided for:

- Seawater-side connection

- Wärmpumpenmodul(e)

- Electrical connection

- Hydraulic connection district heating system

- Integration of control systems

- Foundation and construction of the nacelle

SWFL is planning a phased commissioning of the service and reserves the right to commission individual parts of the planning separately. Services for the preparation of special reports (e.g. in the context of the preparation of approval planning) are not part of the order.
