The contracting authority
The contracting authority is the Telemark and Vestfold Counties. The two counties have a total of just over 420 000 inhabitants and approx. 3 800 employees. The counties are politically governed at regional administration level, with their own county council and county mayor as the top manager. The two counties have their own administration with the accompanying entities. The counties have an important assignment in society and are central development actors. The main assignment is to operate and develop the counties within sixth form college education, transport and dental health and to see to the role of regional development actor by facilitating the development of businesses and jobs, influencing how areas are used, preserving cultural memorials, landscape and environment qualities.
The counties are actively working on digitalising services and work processes. It is important to ensure good future-orientated systems that support fully-digitalised work processes. Vestfold County
Telemark County
Subject to changes on the contracting authority´s side.
The Norwegian Parliament has decided that the county structure in Norway shall change. Vestfold and Telemark fylkeskommune are currently two separate counties. As a result of the Norwegian Parliament´s decision, Vestfold and Telemark will be merged into a new county from 1.1.2020. The new large county (New Vestfold and Telemark County) will have the new organisation number 821227062.
The contract may be transferred to New Vestfold and Telemark County during the agreement period. Approval from the supplier is not required for the new county to enter into the current agreement with the supplier. The contract will be transferred to a new legal unit with a new organisation number. The contract will continue on verbatim terms as stated in the competition terms for this tender contest.
The procurement´s estimated value and content
The estimated contract value is approx. 3 000 000 NOK per annum.
The value is an estimate based on statistics and accounting figures for the procurement of equivalent products for the same buyer group for previous years, as well as future budgets. Emphasis is put on the fact that the turnover per year here is calculated to include the total hire period, also beyond the procurement year.
The value must be considered as an estimate and it is not binding.
Vestfold County will make the first call-off when the contract is signed. The volume is approx. 150 new multi-functional machines, with a delivery deadline by the end of 2018. Then Vestfold County will make call-offs in the contract period for varying volumes. Telemark County has different expiry dates for the contracts for the current machines, which in total make up approx. 150 multi-functional machines. Telemark County will, as a starting point, make call-offs for machines as and when the old contracts expire.
The framework agreement also includes options for call-offs for the procurement or hire of second-hand multi-functional machines, for up to 3 years.
