BRIDGECITY - real estate complex comprising the construction of 5,700 m² of acquisitive housing, 5,300 m² of social housing, 350 m² of equipment, 2,000 m² of commerce, the conversion of a 2,900 m² building into business premises, the development of outdoor spaces, as well as the sale, at an agreed price, of acquisitive housing.

Public contract for the promotion of works for a real estate complex comprising the construction of 5,700 m² of acquisitive housing, 5,300 m² of social housing, 350 m² of equipment, 2,000 m² of commerce, the conversion of a 2,900 m² building into business premises, the development of outdoor spaces, as well as the sale, at a price contracted, acquisitive housing.

This is a contract for the promotion of works through which the promoter is called upon to:

• design and implement the entire programme defined in these special specifications and its annexes;

• partially finance the project for contracted acquisitive housing. The financing by the promoter will be partial in the sense that the promoter will benefit, for the part of the project relating to housing under agreement, from a subsidy allocated in the framework of the Decree of the Government of the Brussels-Capital Region of 26 September 2013 on the exercise of urban renewal missions of citydev.brussels (Belgian Official Gazette of 24 October 2013), in principle capped at 30%. The financing by the promoter is carried out from the conception of the project until its complete realization, including all the related works (studies, demolition, construction...) and marketing;

The financing of the part relating to the equipment will be entirely provided by citydev.brussels. The financing of the part relating to social housing is fully pre-financed by a budget allocated by the Brussels-Capital Region — citydev.brussels will ensure the follow-up of invoices in accordance with the delegated mission agreement in force and will keep the SLRB informed of this follow-up. The financing of the part relating to ALDI will be entirely provided by ARE SA. The financing of the part relating to workshops and business centres will be entirely provided by citydev.brussels.

• conduct a competitive bidding procedure in order to find a Third Party Investor, at the preliminary project stage, with a view to optimizing the energy management of the project.

• market acquisitive housing in accordance with the procedures defined by the decree of 26 September 2013 on the exercise of urban renewal missions of citydev.brussels (M.B. 24/10/2013).

In general, the promoter initiates, on his own initiative or at the request of the contracting authority, all meetings useful for the proper accomplishment of his mission. He invites the contracting authority to do so.

The promoter draws up the minutes of all meetings, as soon as the contract is concluded, which he submits to the observations of the parties present or represented.

In addition, the promoter participates in site meetings, of which he draws up and sends the minutes within five working days to the contracting authority.

The promoter must immediately denounce any difficulty that he encounters in carrying out his mission.

The promoter completes, in relation to his mission, any document given to him by the contracting authority with a view to obtaining subsidies or bonuses of any kind. He is also responsible for drafting or having drafted all acts not specifically detailed in these special specifications but which, by their nature, are the consequence of, depend on or are integral with those defined by the special specifications and which allow the realization of the work in the rules of art.

Throughout the project, the promoter will also have to support the contracting authority in its citizen participation mission described in the chapter “Special and technical clauses” of these special specifications.
