Service contract — commissioning a project author for the construction of a kindergarten and primary school as well as for the conversion of the existing kindergarten in Herbesthal — Lontzen

Purpose of the services: Service contract — commissioning of a project manager for the construction of a kindergarten and a primary school, as well as for the conversion of the existing kindergarten in Herbesthal — Lontzen.

Remark:

The contract concerns the construction of a new kindergarten and a new primary school and their surroundings. It also relates to the reconstruction of the existing kindergarten.

It is a total order for a project autorist team, which includes:

— a complete architectural mission,

— a complete statics planning order,

— a complete contract for planning the building technology,

— a mission to support sustainable architecture,

— a contract for EEG rules (feasibility study + EEG controller),

— an order for acoustics planning,

— a mandate for the coordination of security (for the project and implementation phases),

— a complete mission in landscape architecture.

Location:

The construction phase concerns kindergarten, primary school and some common functions. The site intended for these functions is adjacent to the existing school in Herbesthal. The land area is +/- 4 410 m 2. Entry in cadastre: district 1 — hall D — 258k/ part.

The property is partly located in a building zone and partly in a ZACC zone (Concerted Municipal Planning Zone, which is currently a valid Urban Planning and Environmental Report (Rapport Urbanistique et Environnemental, RUE). The task of recording the existing plots of land has been entrusted to a third party. This list of land is attached to this specification (see Annex E).

The section on the reconstruction of the school included in the order concerns the building of the existing kindergarten. This building dates from 2011 and needs to be rebuilt in such a way that, subject to a different arrangement of the rooms by the project author, it can take up the administrative part and some common functions.

Another plot, which also belongs to the municipality, is also available for the surrounding grounds, and access and a parking lot are also to be planned under this contract. It is the land with cadastral number 261b. This design work is to be planned in the present order, but will be carried out by the municipality at a later date. Survey of this parcel is currently being carried out and will be made available to the project author at the beginning of his work.

budget

For the execution of the work, the contracting authority has a budget of no more than EUR 8 000 000.00 including VAT (excluding revision — excluding fees). This amount represents a closed budget that must include:

1. the construction work defined in the program for the kindergarten, primary school and its surroundings as well as the conversion work according to the program required in the section on the existing kindergarten.

2. The delivery and installation of the first solid equipment (internal and external signage, built-in furniture and/or wall-mounted furniture, wardrobe, wall-mounted display device, etc.).

3. work on the design of the environment, taking into account the difference in height of the site and the work on setting up the various accesses, etc.

4. plans for the establishment of a parking space for the removal of children and its access for a second phase of construction (the work is not included in this order, only the planning is part of the current contract)...

This amount is an essential basis of the contract, which the contractor must comply with in the course of his role as project author.

Competencies:

The project author must create an offer that includes all of the following competencies:

— an architectural firm (architect),

— a statics engineer,

— a building engineering engineer,

— an advisory engineer for sustainable architecture,

— a safety and health coordinator (project and implementation phase),

— an EEG manager,

— an author of the technical feasibility study under the new EEG commitments,

— an acoustician,

— a landscape architect.
