The purpose of the consultation is to conclude a framework agreement as regulated by Articles R.2162-1 et seq. of the French Public Procurement Code for urban project management for the urban renewal operation in the Frébault-Million and Polygone sectors in LORIENT.

This consultation is aimed at a multidisciplinary group competent in the fields of urban planning (regulatory and operational), architecture and landscaping from the humanities and social sciences, as well as in road and highway project management and economics.

Skills in situational prevention will also be assessed taking into account the situation of the district and its "safety/security" issues.

Skills in consultation and facilitation of transitional management mechanisms will be required.

The representative of the consortium will necessarily be the architecture/urban planning firm.

The same candidate may not be a representative of more than one grouping.

The contracting authority accepts that the same candidate may be present in several consortiums.

• The development of an initial diagnosis supported by the prism of situational prevention;

• The production of an overall plan (master plan / guide plan) meeting the objectives, initial data, requirements and constraints determined by the project owner;

• The declination of this overall approach into development scenarios;

• The management and animation of the consultation, and the implementation of transitional urban planning measures and measures on the demolished rights-of-way;

• Assistance in the development and/or updating of regulatory documents: development permits, water law files, proposals for appropriate regulatory measures, etc. ;

• The mission of urban, architectural and environmental coordination, the purpose of which will be to ensure overall coherence in the development of real estate programmes, and which is reflected in particular in the development of urban and architectural specifications and recommendations;

• The mission of project management of public spaces as defined in Book IV of Part 2 of the Public Procurement Code (ex-MOP law): preliminary project, project, execution studies (or approval), management of the execution of works, assistance with acceptance operations.
