The services of the contractor include the planning of the building, service phases (LPH) 4-8 according to § 34 HOAI for the conversion and modernization / general renovation of a building for the accommodation of prisoners in the open execution of the prison and preventive detention facility Diez (Aufgr. of in-house work, partial elimination of basic services or partial services of basic services).
The basic services are supplemented in particular by the following special services:
- familiarization with the approved project documents (HU construction),
- Examination of the available reports and statements for topicality and completeness,
- preparation and updating of a room book,
- Checking and evaluating secondary offers,
- Transfer of the planning and cost data to the digital survey forms according to Section K6 RLBau.
The contract includes the planning of the building according to Part 3 Section 1 HOAI for the renovation and modernization / general renovation of the "open prison department" of the Diez prison and preventive custody facility. The building is located outside the fenced off area of the Diez correctional facility and preventive detention facility.
The building was erected in the 1970s and was given a top floor at the end of the 1990s.
Both for the building fabric of components such. B. windows, doors, floor coverings, for damp rooms such as washrooms and shower rooms, asbestos-containing facades, as well as in relation to the building services there is a considerable need for renovation. In addition, the building no longer complies with the applicable technical regulations and safety requirements.
It is a semi-offset building with 3 floors and a partial basement. The roofs are designed as a monopitch roof construction. Access is via a centrally arranged staircase; as part of the construction project, a new escape staircase in steel construction will be built on each end, and the building will also be provided with an elevator for disabled access. External dimensions of the building: 52.24 mx 17.49 m.
The building is currently being used as an open prison department. There are detention rooms (without their own toilet), shower and toilet rooms, tea kitchens, common rooms and offices, a gate, storage and technical rooms as well as a sports and fitness room in the basement.
After the general renovation, it will be used as an open prison department. In addition to the standard detention rooms, there are also rooms suitable for the disabled, all accommodation rooms with their own toilet, kitchen / food distribution, common rooms, training and meeting rooms, gate, storage and technical rooms in the basement, laundry rooms and the fitness room.
Essential measures to be taken by the architect as part of the renovation:
- Dismantling the asbestos-containing facade and the asbestos-containing pipe jackets,
- Demolition of individual partitions,
- Installation of a toilet room including inst. Shaft for each cell,
- Addition of a new elevator shaft,
- Addition of 2 escape stairs at the head ends,
- renewal of all doors and windows,
- Renewal of all floor coverings, in some areas including the screed,
- Attaching a full thermal insulation facade with plaster.
Further measures to be taken by the respective specialist planners:
- Dismantling of the electrical and supply technology installations,
- Renewal of the entire electrical and supply technology,
- Installation of an elevator.
The construction project will be carried out in 2 construction phases, one construction phase will remain occupied.
Individual rooms such as the gate and the laundry and drying room will be housed in containers during the construction work.
Compilation of the GFA / BRI / usable areas / total area of the construction measures:
- GFA: 2 250 m
- BRI: 7,000 m
- NF: 1 150 m
Compilation of the estimated construction costs according to DIN 276:
- KG 300: 2 936 226 EUR,
- KG 400: 1 730 600 EUR,
- KG 500: 391 023 EUR,

The total costs (KG 300-600 DIN 276) are EUR 5 057 850 gross.
Compilation of the deadlines:
- Construction documents: has been approved,
- Approval planning: in 07/2021,
- AFU-Bau: 07 / 2021-12 / 2021,
- Assignment of trades: 12 / 2021-09 / 2022,
- Construction work: 09 / 2022-02 / 2025.
The approval planning and the AFU planning should run in parallel, since a permit is already available, but this has already expired and must be obtained again. Therefore, when the contract is concluded, service levels 1 and 2 are commissioned. The other performance levels are commissioned in stages (see Section II.2.11).
