The subject of the call for proposals is the award of freelance services “Project management according to AHO 2020 § 2 AHO for project stages 1 to 5 for construction phases 1-3 for the new building of the Mindelheim Clinic; Project management performance starts with a plausibility check for the preliminary draft planning and takeover from phase 3 HOAI for the BA _1, as well as updating the project goals based on target planning and the preliminary draft “Vision Whole Campus” for BA_2 and BA_3.

The Mindelheim Clinic is a basic and regular care centre. In the hospital plan of the Free State of Bavaria (45th update, as of 01.01.2020), the clinic has assigned 199 plan beds. The planning size is 175 beds in the hospital schedule. At present, existing buildings and structures no longer meet operational requirements. This applies to functional as well as construction-technical criteria. In the future, increasing requirements and standards can no longer be met, particularly in the areas of hygiene and safety (e.g. fire protection, electrical engineering).

Based on the target planning of the Mindelheim Clinic, comprehensive inventory renovations and expansion measures are therefore planned.

The subject of the call for proposals is project management services according to § 2 AHO for project stage_1 to project stage_5 for BA_1 to BA_3 (“contract performance”) for the implementation of the agreed target planning.

Overall, target planning is based on the following principles:

-The core clinical functions with a focus on inpatient care are to be mapped in a compact new building, in two construction phases. The construction site for this new building is located in the area of today's old building and the parking lot upstream towards Krankenhausstrasse. The old building should therefore no longer be used and demolished in the medium term.

-The BA_1 of this new build contains function points. In addition, the emergency department in particular is to be newly established in BA_1 and a central elective admission (ZEA) will be affiliated. In BA_1, a new main entrance situation is also to be created.

- The BA_2 of the new building is intended to create a hospital immediately following the BA_1, so that all existing nursing stations can be replaced. BA_2 also includes an “intermediate component” as well as conversion work in component BEST_I, partly as a follow-on measure.

- In a BA_3, further areas required by target planning are to be rehabilitated in the INVENTORY I component. BA_3 should usually contain functions that are remote from patients with regard to inpatient care. In addition, the nursing school and the medical centre, which is currently located in the city, are to be located here.

- As part of the BA_3 or as an early measure, another new building (“Medical Center”) is to be built south of the BEST_I building and will be connected to it. Doctor's practices with direct links to the clinic are to be housed here in particular. In addition, short-term care and staff housing can be realized in this new building.

- The existing kitchen tract, as well as the existing components BEST_II and III, can be demolished in the planning process or as part of the construction process. There is then a long-term expansion option on the footprint of today's component INVENT_II.

- According to current schedules, the following implementation periods are planned:

- BA_1 /_Functional building: Construction start 01/2023, completion 12/2024

- BA_2/1_New Bedtenhaus: Construction start 04/2025, completion 03/2027

- BA_2/2_Demolition/reconstruction of existing buildings: construction start 10/2027, completion 09/2029

- BA_3/Medical Center, Housing: Construction work independent of BA_1 and BA_2, completion is sought as early as possible.
