Explanation: The architectural and engineering office will be responsible for the design, development and realization of a new department that will be attached to the hospital for a psychiatric department (30 beds + 5 places day therapy psychiatry) and the renovation of the rehabilitation department (20 beds). The new department must be connected to the hospital or built on top of the hospital. Architectural and engineering firms unite and register together for this assignment.
The procedure is divided into several tranches which are explained below with, where necessary, the vision of the contracting authority. This division into disks ensures that the implementation of the project can be aligned with the progress of the master plan, the VIPA subsidy and the additional cost calculations. The conditional disks will continue to be implemented as soon as the master plan has been fully developed and the final cost of the total construction project, based on the master plan, has been mapped out.
I.1.1 Hard Disk
The hard disk includes the preparation and presentation of a master plan and preparation of a file for applying for a strategic lump sum at VIPA. This master plan serves as input to design the architectural plans. The result should give an idea of the location of the new building and the vision. It will indicate the spatial framework for the final construction works and must be fully tested with all internal stakeholders and with the city of Waregem. The file for the application for a strategic lump sum at VIPA is submitted on the basis of the master plan. This dossier consists of:

• Reports of preliminary stages
• Concept note project: architectural and functional concept
• Planning the project
• Program of requirements
• Supporting sustainable construction
• Advice from the fire brigade
• Evaluation form
• Oppervlakteoverzichten
• Financial plan
I.1.2 Conditional disk
The conditional disk includes the elaboration of the architecture and building plans and the works to implement these plans. See also the Technical provisions.
I.1.3 Contracting authority's vision
As a contracting authority, we have some targets for the nursing department and the environment.
I.1.3.1 PAAZ Psychiatric Department
In order to meet the standards and contemporary standards in terms of safety and comfort, a new building that connects to the hospital is necessary.
In addition to the 30 beds for the residential ward (letter A), space must also be provided for 5 psychiatric patients in day therapy (letter a). A separate entrance for day therapy is an added value. The residence department needs a separate enclosed outdoor environment.
I.1.3.2 Sp locomotorisch revalidatieafdeling
After commissioning the new building for PAAZ, the SP department can temporarily move to the current PAAZ in order to expand and completely renovate this department. In this department today there is mainly a problem of safety due to lack of space in the double rooms. This ensures that patients do not have enough space to move around safely, using adapted mobility aids. For this renovation, we have opted for the complete stripping and complete redesign of the existing department (680 m²) and a number of rooms that connect to it (156 m²).
I.1.3.3 Buitenomgeving
Regardless of where the new building would be placed, it must be ensured that the circulation around the hospital can continue to be optimal and the parking spaces or bicycle sheds that have to make way must be reintegrated.
