Description:
Design and implementation and maintenance of an IT system supporting management of the development of Polish exports and economic relations with other countries of Export Intelligence

The subject of the contract is the design, implementation and maintenance of an IT system supporting management of the development of Polish exports and economic relations with other countries. Export Intelligence

The subject of the contract is the design, creation and maintenance of an IT system supporting management of the development of Polish exports and economic relations with other countries: Export Intelligence

An IT platform will be created, managed by one entity and constantly updated:

- integrating many domestic and foreign data sources,

- improving the preparation of analyzes and reporting for the needs of current operations and strategic planning,

- enabling forecasting trends and changes in world trade and prospects for Polish exports - for the needs of decision-making processes in the field of promotion directions and allocation of funds from national and EU funds,

- ensuring access for all designated stakeholders, as well as for entrepreneurs and other interested entities.

The key assumption of the system is the automation of back-office processes in the field of data collection, processing and report generation. It is assumed that the reports implemented in the system will be generated fully automatically using the reporting module, so that users do not need to have additional technical skills, e.g. programming language knowledge or building SQL queries, or a product equivalent to database queries. The system architecture assumes that the developed tool will have implemented forecasting algorithms and standardized report templates, and the interpretation of data from reports and analysis of these reports will be performed outside the system (implemented in accordance with the current activities of MPiT and other administration units that will be system users). It is expected that creating forecasting models or building multidimensional analyzes (e.g. creating OLAP cubes) in the system by users (i.e. functionality of data warehouses and BI class systems) can be implemented during the system development phase, however, it is outside the scope of this project.

The needs and benefits of the project have been identified as a result of analysis of issues related to the activities of individual departments and departments of the Ministry of Culture and National Heritage, the activities of the Ministry of Foreign Affairs (MFA), the Polish Investment and Trade Agency (PAIH) and other institutions supporting the foreign expansion of Polish companies and the implementation of the SRD objectives, including range.

The main users of the project will be:

- MPiT (Department of Trade and International Cooperation, Department of Economic Analysis) - approx. 70 people,

- the Ministry of Foreign Affairs (Department of Economic Cooperation, diplomatic missions) - approx. 200 people,

- PAIH (headquarters and foreign trade offices) - approx. 300 people,

- Polish Agency for Enterprise Development - approx. 20 people,

- Polish Economic Institute - approx. 20 people.

It is possible to expand the project user group in the future.

Access to limited system functionalities will also be granted to other public and private entities directly or indirectly supporting the foreign expansion of Polish companies, as well as entrepreneurs themselves. The scope of the functionality made available will result from the detailed research of customer needs.

The ICT infrastructure of the Export Intelligence system will be provided in the IaaS (Infrastructure as a Service) external service model with the possible use of ready-made services in the SaaS model to reduce system maintenance costs. The system contractor will prepare environments for the needs of implementation (development, testing, training, production) and system maintenance (production, backup) using virtual servers (or services) available from the public cloud provider. Both operating systems running on virtual machines.

A description of the contracting authority's needs and requirements set out in a way that enables contractors to prepare for participation in the dialogue is provided in Annex 1 to the Information for Contractors located at: https://mpit.ezamawiacy.pl
