The City of Hämeenlinna (hereinafter also the contracting entity / client) will request your tender for the condition monitoring system and the condition and energy control service in accordance with this invitation to tender and its appendices.

One bidder is chosen as a contracting partner.

When making an offer, the Provider must take into account the fact that the Client does not commit to purchasing the system or service for all properties (sites). The client may start with a small number of properties, and if the price is competitive and the system and service are functional, the number of properties may be increased gradually.

The contracting entity emphasises that the goal is a long contract period and that the service provider's own actions play a decisive role in how long the contract period lasts.

The contracting entity shall have the right to verify the information provided by the tenderer in its tender documents prior to the conclusion of the procurement decision. If the information provided is not correct, the tender shall be excluded from the invitation to tender.

The estimated four-year total value of the acquisition, excluding VAT, is approximately EUR 200,000. The estimated value of the procurement is not binding on the contracting entity. Accordingly, the final value may be lower or higher.

The contracting entity shall place orders in the event of a supply requirement and within the framework of its appropriations. The acquisition does not contain the obligation to purchase the contracting entity.

It is emphasised to the tenderers that it is advisable to read through the tender documents without delay, so that the tenderer has time to ask questions about the invitation to tender via the Tender Service portal by the deadline for submitting the questions, if necessary.

It is emphasised to bidders that it is worthwhile to submit an offer on time (for example 1-2 business days before the deadline for submitting bids expires). According to the experience of the contracting entity, it is regrettably common that when the submission of an offer is submitted to the last moment, then due to technical, etc. bidder, it is often not successful at the time limit (the case law is extremely strict in that the late bids must be ruled out of the bidding process).

Objectives of acquisition

The system and service to be procured will be used by facility services, which is part of the City of Hämeenlinna's urban structure division.

The aim is to acquire a real-time measurement system for continuous monitoring of indoor conditions, based on which it is possible to react to deviations in indoor air conditions as early as possible and optimise the operation of building systems without deteriorating indoor air conditions. The goal is to achieve health and economic benefits. Ideally, building systems are energy-efficient and deficiencies in indoor air and building systems can be detected with the system before problems start to arise.

In addition to the system and service, it is possible to offer option services and products. The aim is to actively develop intelligent property control. In addition, properties have a significant need for additional sensors before they can be connected to the system and service to be ordered. The Customer emphasises that the aim is to utilise the optional services and products as widely as possible, if they are reasonable in terms of costs.
