The implementing agency will have to prepare and implement capacity building exposure in Switzerland to several type of stakeholders – government, public sector institutions, entrepreneurs' associations; civil society organisations, political parties; private and public companies; think tanks and trade unions - and adopt a wide range of tailor-made modalities for: (i) Senior Executives, who are mostly politicians, to enable them to acquire long-term planning skills and to think “out of the box” (ii) Mid-level executives and (iii) Trainers. Besides, the implementing agency will have to provide training, encompassing seminars and field visits to participants of four Western Chinese provinces, according to an action learning approach. Key tasks the implementation agency is expected to carry out include organization of workshops, publication of lessons learned, contribution to joint steering committees and joint-research. The implementing agency will provide expertise at thematic, institutional and methodological levels: Chinese culture, political economy analysis, linkages between public sector modernization and management of reforms implementation to promote environment protection and social inclusion, as well as impact monitoring. In agreement with the Chinese program partner, the bidding is restricted to Swiss entities/organizations.
