In this procurement, Helen Ltd (the Client) is looking for 1–2 suppliers to supply the Bernoulli and basket filters of the Eiranranta heating and cooling plant to be completed in Munkkisaari, Helsinki.
In the future, the Eiranranta heating and cooling plant will produce district heat output for the district heating network in Helsinki and cooling capacity for the district cooling network. As a heat source, the plant uses purified wastewater from the Viikki wastewater treatment plant. The plant will mainly be located in the caverns under the Munkkisaari heating plant.
The object of the acquisition is two (2) body filters and four (4) Bernoulli filters. The contract is divided into lots so that the tenderer can offer either package A, package B or packages A and B.

Filters are purchased including all necessary components and parts. Body filters must have the possibility of backflushing and fittings.
Binding dimensional drawings and information on the maximum permissible forces and torques for filter flanges must be delivered to the Contracting entity already by the end of October 2023 for the design and stress analysis of the plant's process piping.
The filters must be delivered to the reception site by the end of 10/2024.
According to the current schedule, the filters will be connected to the plant's piping in connection with the process piping installation work to be carried out in late autumn 2024 and early 2025. The application of filters is scheduled according to a preliminary schedule
May-September 2025. The Supplier shall comply with the schedule provided by the Contracting entity, and any need for changes to the schedule shall be approved by all parties involved in the project.
The scope and details of the procurement will be described in more detail in the tender documents, which will be submitted in full in the preliminary invitation to tender sent to the Tenderers selected on the basis of the participation requests. The procurement will be carried out through a negotiated procedure in accordance with the Act on Public Contracts in Special Sectors.

The Customer reserves the right to make a procurement decision based on preliminary tenders without actual oral negotiations. The decision may be made if the Customer receives at least one offer that complies with the technical and commercial conditions set by the Contracting entity. Alternatively, a decision can be made if the Customer receives an offer or offers that do not fully meet the Contracting entity's requirements, but they can be accepted on the basis of written supplements, i.e. no actual negotiation round is required.
For the sake of clarity, it is stated that the Customer is not, however, obliged to make a procurement decision on the basis of preliminary tenders yet.
