The subject of the contract is the removal of hazardous waste with the code 170503 * - soil and soil, including stones, containing hazardous substances, including asbestos with a total estimated mass of 3 540 Mg from a place not intended for their storage, which is the property of the Lubasz commune. The above waste material contains hazardous substances including asbestos.
From the mass of 3,540 Mg of hazardous waste indicated above, 2,850 Mg is stored in the form of a heap on plot 226/4, Lubasz precinct adjacent to the selective municipal waste collection point in Sławieńko (no reliable document confirming the actual mass of the heap).
Weight waste in the amount of approx. 690 Mg is built into road plots of the Lubasz commune, it was used to repair fragments of dirt roads constituting plots with the following registration numbers: 902 (Lubasz region), 10 (Lubasz region), 291 (Stajkowo region), 422 (region Miłkowo). The total length of sections of individual roads is 392 m.

The total length of individual road sections is 392 m. These are mostly sandy and paved dirt roads, the so-called slag. On the abovementioned 690 Mg of this waste was embedded in road sections, which was classified as hazardous waste with the code 170503 * - soil and soil, including stones, containing hazardous substances - asbestos.
2) The commune of Lubasz plans to remove the above waste and transfer it for utilization, and the area of the abovementioned plots constituting communal lands should be cleaned and restored to their original condition.
3) No other alternative solutions for hazardous waste management with the code 170503 * - soil and soil, including stones, containing hazardous substances, including asbestos, are currently known. The waste in question cannot be recycled or other recovery processes in accordance with the waste hierarchy as defined in the Waste Act. The only way to handle this type of waste is to remove it from a place not intended for its storage and utilize it in a hazardous waste landfill.
4) The offer must include all costs related to the loading of hazardous waste - from the heap in Sławienko and from selected road fragments through a specialized company, transport, unloading and depositing, together with the costs of disposal of asbestos-containing hazardous waste together with the costs associated with the fee use of the environment and keeping quantitative and qualitative records of waste specified in the Act of 14.12.2012 on waste (Journal of Laws of 2019, item 701, as amended).
The offer should not include costs related to supplementing losses of earth masses and so-called routes in communal roads.
5) Key parts of the contract that need to be made personally by the Contractor are not determined.
6) The Purchaser reserves the right to reduce or increase the material scope of the subject of the contract.
7) After each loading of the abovementioned waste, should be weighted in the presence of the representative of the Employer or a person appointed by him.
