The purpose of this tender is to contract the service of a computerized management and document validation platform with the objective of guaranteeing compliance in legal, labor, safety and health matters or of any other nature by the companies to which The Renfe Group awards contracts for services, works or supplies, as well as facilitating the control and monitoring of the requirements established in the Particular Contract Conditions.
The scope of the services included in this tender, which is explained in detail in the Technical Specifications, includes the following activities:
1) Parameterization of the platform, owned by the winning company, to adjust it to the needs of the Renfe Group. Although most of these works will be carried out at the time of project start-up, throughout the term of the Framework Agreement, the person in charge of monitoring the contract by Renfe-Operadora may request the relevant evolutions and adjustments;
2) Availability of access to the platform and display of the updated information, between 6.00 and 24.00;
3) Follow-up of the incorporation by the corresponding contractors of the services, works and supplies, to which any of the companies of the Renfe Group so indicates, of the documentation proving compliance with contractual requirements, and sending alerts to those responsible for the Renfe Group and the affected contractors, for any delay in the availability of the mandatory documentation;
4) Verification of compliance with the contractual requirements corresponding to the documentation that the Renfe Group indicates for each contract in the Specification of the Particular Conditions in question, and communication to the representative of the Renfe Group and the contractor of the lack of accreditation of compliance with any requirement;
5) Design and preparation of activity and compliance reports by contractors of the requirements of the contracts in question;
6) Personalized and online attention, both to the Renfe Group staff and to the personnel of the contractor companies with functions related to the platform in relation to compliance with the requirements required in the corresponding Specification of Special Conditions regulating the hiring procedure in question , at the time defined in the Technical Specifications;
7) Issuance and sending of individual credit cards when the Renfe Group so requests for a specific contract;
8) Audit by a third party independent of the tenderer that is the winner of the activity carried out by the winner of the document management and validation service;
9) Storage and custody of historical documentation, which includes the date of incorporation into the system, validations carried out, delays in the availability of documentation and non-compliance;
10) Evolutionary and corrective maintenance of the platform software, in order to correct possible malfunctions, or make the necessary adjustments in case of legal or regulatory modification of certain requirements;
11) Transfer of the documentation history and record of the activities carried out in relation to the contracts managed on the platform at the end of the contract term.
