The target group of this measure includes both hard-to-reach young people under the age of 25 who are currently decoupled from help systems, as well as those who receive SGB II benefits but are no longer available (= decoupled). In addition to the offer to “get in touch”, the measure also includes advice on overcoming the individual need for help (module 1) and offers a fixed, stabilizing element as a possible option (module 2). The structure of the stabilizing element is based on the principles of a production school. Both offers (advice and stabilizing element) can, under certain conditions, build on one another, complement one another or stand side by side separately. The objective of the measure is the introduction or return to a rule system with a school, training-related or work-related framework as well as better orientation in these contexts.

These young people do not use or accept existing offers from the various legal circles. Characteristic of the situation of young people can be: no visible connection to systems such as education, training or work; limited social networks; precarious social and also family reference systems; actual or threatened homelessness.
