RV GWM Data Logger 2023 - 2027

In order to strengthen the groundwater monitoring point networks for the representative monitoring of the quantitative and chemical status of the groundwater bodies of North Rhine-Westphalia in accordance with Section 9 (1) of the Groundwater Ordinance and to meet the requirements of Section 13a of the Fertiliser Ordinance (AVV GeA 2022), new measuring points are currently being built or integrated into the aforementioned monitoring networks. These groundwater monitoring points, which are new or additionally included in the groundwater monitoring networks, are to be equipped with data collectors for the automated recording of groundwater levels.

It is expected that in the period 2023-2027 (and possibly beyond) about 50 to 100 measuring points per year will have to be equipped with data collectors. Since the expansion data of the measuring points to be equipped accordingly (support diameter, depth) are not known in advance, the procurement is to be carried out in bundles (approx. 20 pieces per individual call-off) as soon as a corresponding number of measuring points for inclusion in the measuring network has been tested and approved.

A framework agreement is to be concluded for the regular acquisition of data collectors. Over a 4-year contract period, a total purchase quantity of approx. 240-300 units is assumed, spread over the years 2023-2027 with an average of 60-75. The quantities given do not represent minimum or maximum purchase quantities, but are used to plan the capacities to be kept available.

The subject of the tender is the procurement of measurement data collectors for continuous, long-term water level and temperature measurement in groundwater monitoring stations. With the exception of quarterly control measurements, no additional maintenance intervals may be necessary on the built-in data collectors, e.g. by changing desiccants and/or batteries. A short-term (max. 2 hours) and fall-proof, easily manageable installation and removal within the framework of groundwater sampling must be possible at any time, and no recalibration may be necessary. It must be possible to carry out the quarterly control measurements without the need to install and remove the data collector. Both readout and calibration must be possible by the client (client), i.e. without the support of external service providers. In compliance with the aforementioned requirement, the suspension of the data loggers must be compatible with all level caps and expansion diameters commonly used in the country's groundwater monitoring network, without triggering additional procurements outside the scope of this contract. This means that installation must be made possible by means of suitable extension rings to be provided by the supplier and billed in accordance with the LV.

Furthermore, a service contract is to be concluded. The service contract includes the repair of the equipment in the event of failure or the replacement of a defective device with a new device if a repair does not prove to be useful.
