The purpose of the tendering procedure is to ensure that participants can have access to modern, professional communication facilities through the framework contract to be tendered which, both at the start of the framework agreement and during its term, are in line with the market in a functional, technical and financial sense.

The participants want to achieve the following main objectives by jointly carrying out this tendering procedure:

- Increase in quality,

- Reduction of costs.
