The target of the procurement is the procurement development services of Stara, the City of Helsinki's construction services company.

The object of procurement is divided into two different parts:

(a) Formulation of the policy

b) Implementation of the operating model.

The offer must include both areas, partial offers will not be accepted. The contract for services is concluded with one service provider.

The contracting entity reserves the right not to order the services of implementing the action plan. The ordering of implementation services will be assessed separately after the completion of the action plan.
