Munich Airport has been operating a door security system (=TSA) in Terminal 2 since 2003 and in satellite since 2016. The TSA system is used to secure and monitor the escape route doors in the passenger and employee areas in the buildings. By means of a hold-up and burglar alarm system (=ÜEA), the alarm messages from the TSA system are then forwarded to the operations center of the corporate security department at Munich Airport. Both investment systems (TSA and ÜEA) are facing a generational change. Currently, there are about 790 door locations with an escape route system on the TSA side and about 5800 detector groups on the ÜEA side.
Several components from the door security system (DormaKaba with TMS) and robbery and burglar alarm system (Bosch UGM 2020) have already been discontinued by the manufacturer
The operation of the plants is still secured until the beginning of 2027 thanks to maintenance and repair contracts that are still in place. After 2027, there will no longer be a guaranteed availability of spare parts. Possible plant expansions and conversions can also no longer be implemented.
In the long term, the generational change of these systems is intended to ensure the supply of spare parts again and to provide technology modernization and expandability.
The generational change in the design must take place during ongoing passenger operations. In project stage 1 (LPH2), it should also become apparent which rollout concept with which commercially available technology can be developed effectively for this purpose.
According to the current state of affairs, construction is scheduled to start in Q2 2024 and the end of work is currently scheduled for the end of Q1 2027.
Planning services, technical planning, technical equipment, cf. § 53 para. 2 no. 5 HOAI
In the course of this planning service, the generation change of the TSA system (door security system) for escape and escape routes as well as the generation change of the robbery and burglar alarm system must be planned. Both systems have dependencies / work together and are to be planned together.
The planning services are commissioned individually in 3 project stages.
Project stage 1: Basic evaluation, preliminary planning and design planning
(HOAI service phases 1 to 3)
Project stage 2: Implementation planning, preparation of the award, participation in the award of contracts
(HOAI service phase 5 to 7)
Project level 3: object monitoring, documentation
Project level 1 is firmly commissioned when the contract is concluded. There is a call option in favor of the client for the other project stages. The contractor is not entitled to call up the further project stages.
