Collection, recovery and neutralization of municipal waste from owners of real estate residing in the Czarna Białostocka commune and coming from buildings and areas managed or belonging to the Czarna Białostocka commune, including:
a) collection and transport of mixed and bio municipal waste transferred by owners of residential properties,
b) collection, transport and Zagosp. separately collected municipal waste handed over by owners of residential properties, and from the Selective Municipal Waste Collection Point,
c) equipping owners of single-family homes inhabited with bags (Paper, Metals and plastics, Glass, Bio),
d) equipping waste collection points with containers for mixed waste and waste segregation (Paper, Metals and plastics, Glass and Bio)
e) equipping garbage canopies in multi-family housing with containers for waste segregation (Paper, Metals and plastics, Glass and Bio),
f) keeping PSZOK.
Collection, recovery and neutralization of municipal waste from owners of real estate residing in the Czarna Białostocka commune1. The subject of the order is:
1) collection and transport of mixed and bio municipal waste handed over by owners of real estate residing in the Czarna Białostocka commune,
2) collection, transport and management of separately collected municipal waste transferred by owners of residential properties from the municipality of Czarna Białostocka, and from the Selective Municipal Waste Collection Point;
3) furnishing owners of single-family real estate inhabited with bags (Paper, Metals and plastics, Glass, Bio),
4) equipping garbage canopies in multi-family housing with containers for waste segregation (Paper, Metals and plastics, Glass, Bio);
5) running the Selective Municipal Waste Collection Point.
The contractor will implement the subject of the contract in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and organically biodegradable municipal waste mass transferred to landfill in accordance with the provisions of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities ( Journal of Laws of 2018, item 1454, as amended) and currently applicable executive acts to the above Act.
2. A detailed scope of services covered by the contract is included in Annex 1 to this specification.
3. The basic obligations of the Contractor include:
1) due diligence in fulfilling the obligations of the contract;
2) taking responsibility for damages caused by the Contractor during the performance of the subject of the contract.
4. Organizational requirements:
1) the settlement will be based on monthly invoices (bills) with .....- payment day (the date will be entered in accordance with the submitted offer) calculated from the date of delivery of the invoice (invoice), which the Contractor shall issue and provide to the Employer by the 10th day of the next month ;
2) the arrangements and decisions regarding the performance of the contract will be agreed by the Employer with the appointed representative of the Contractor;
3) the Contractor's determination of contact phones and fax numbers. and other arrangements necessary for the efficient and timely execution of the contract
5. The contractor may entrust subcontractors with the execution of part of this contract. In this case, he is obliged to indicate in the bid form the part of the contract which he intends to entrust to subcontractors.

a) collection and transport of mixed municipal and bio waste as well as collection, transport and management of separately collected municipal waste (Paper, Metals and plastics, Glass), coming from buildings and managed areas or belonging to the Czarna Białostocka commune,
b) equipping waste collection points with containers for mixed waste collection and waste segregation (Paper, Metals and plastics, Glass, Bio).
The contractor will implement the subject of the contract in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and organically biodegradable municipal waste mass transferred to landfill in accordance with the provisions of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities ( Journal of Laws of 2018, item 1454, as amended) and currently applicable executive acts to the above Act.
2) The municipal waste collection system does not include waste resulting from conducting business activity.
3) The Contractor collecting municipal waste is obliged to:
a) transferring the collected mixed municipal waste and bio waste to the regional municipal waste treatment installation (RIPOK) intended for servicing the Czarna Białostocka commune in accordance with the waste management plan contained in Resolution XXXII / 281/16 of the Podlasie Regional Assembly of 19.12.2016 on the implementation of the "Waste Management Plan of the Podlasie Voivodship for 2016-2022" (Official Journal of the Podlasie Voivodship of 2016, item 4916),
In accordance with Annex No. 1 of 30/12/2016 to the Inter-commune Agreement concluded on 2.11.2010 between the Municipality of Białystok and the Municipality of Czarna Białostocka regarding entrusting the City of Białystok with the task of recovery and disposal of municipal waste in connection with the City of Białystok's implementation of the Project "Integrated waste management system for the Białystok agglomeration" stream of municipal waste from the municipality of Czarna Białostocka must be directed to:
ZUOK in Białystok, ul. Gen. W. Andresa 40F, Białystok - mixed waste stream,
ZUOK in Hryniewicz, commune Juchnowiec Kościelny - mixed waste stream, green waste, and residues from sorting municipal waste for storage.
b) transfer selectively collected municipal waste to waste recovery and disposal installations, in accordance with the waste hierarchy referred to in art. 17 and art. 20 sections 1 and 2 of the Act of 14.12.2012 on waste (Journal of Laws of 2018, item 992, as amended). In addition, the Contractor is required to indicate in the offer the installation in which this waste will be managed.
4) It is estimated that the estimated amount of all waste will be about 300 Mg per year.
The detailed scope of work has been included in the description of the subject of the contract constituting Annex 1 to the ToR and the model contract constituting Annex 6.2
