Conclusion of a cascading framework contract for the regular and ad hoc supply of flowers and related services.

The General Secretariat of the Council of the European Union and the European Commission are intending to enter into an interinstitutional cascading framework contract for:

— the regular delivery (weekly and monthly) of floral decorations for the reception and representation areas as well as for formal and working meals;

— the ad hoc delivery of floral decorations when there are European Council meetings or other similar events;

— the delivery of ad hoc orders for bouquets or corsages for specific events;

— the delivery of funeral wreaths.

Floral decoration involves fresh cut and uncut flowers, particularly arranged in floral compositions, bouquets, displays, table centrepieces or small table decorations.

For the award of a cascading contract, the contracting authority classifies the tenderers in descending order to determine a list of contractors and the order in which purchase orders will be proposed to them. For each requirement, the operational department will always contact the first ranked contractor. If the contractor is not available or is unable to respond as needed, the second is then contacted, and so on.
