The call constructive approach to public procurement (CBO) is a competition procedure with

negotiation on the basis of Art. 38, §1, 1°, c) of the Public Procurement Act of 17 June 2016 with

compliance with European disclosure rules.

Through the CBO procedure, entrepreneurs are appointed who take care of the design and construction of social

homes on land that they submit to a social housing company (SHM) or housing company (WM)

will sell.

Each contract concluded deals with the construction of social housing, including the design and sale of the land

to an SHM or WM. The land is located in the Flemish Region.
