According to Directive 2014/55 / EU, contracting authorities at all federal levels in the member states of the EU are obliged to accept electronic invoices (e-invoices). The German legislator has further stipulations on the basis of the E-Government Act (EGovG Bund) and as a result of Directive 2014/55 / EU in the form of the Online Access Act (OZG) and the Federal E-Invoicing Ordinance (E-Rech-VO) E-bill made and specified for all German public clients.

An invoice entry portal is to be procured for receiving and forwarding e-bills. In the future, the DGUV, as the technical invoice recipient, will centrally accept all e-invoices intended for the other AG and forward them to them as addressed invoice recipients according to the route ID.
