Region Syddanmark wishes to purchase a Facility Monitoring System (FMS) for the construction of the New Odense University Hospital (New OUH).
For the construction of New OUH, a Facility Monitoring System (FMS) with IoT Technology is to be procured. The acquisition relates to the delivery and implementation of an FMS, including configuration, installation, validation, testing, training and documentation of the system, equipment delivery and calibration (sensors, etc.), and maintenance and support. The purpose of the acquisition is to establish a Facility Monitoring System for GxP and CNC spaces as well as articles on New OUH with all the constituents such a FMS system consists of. The FMS system shall ensure data to authenticate the suitability of a room or article in the functioning of the room or equipment, as well as be able to advise staff in case critical levels and values from the surrounding environment are exceeded. The FMS facility must be able to detect audit traces on all logged data by which accredited data can be presented to legislative authorities.
Contracting entities have selected negotiated tenders since the needs of the Contracting Registry cannot be met without the adjustment of already available solutions, cf. Section 61 (1) (a) of the Procurement Act. Thus, it is an IT solution to adapt the IT environment of the contracting entity, etc. Contracting entities have decided not to divide the contract into sub-agreements for market and economic reasons, including in relation to compatibility between system, equipment and services. Contracting entities encourage undertakings which do not have experience and/or capacity in all areas covered by the contract to cooperate with the 3rd Party.
