The Contracting Authority is the municipality’s professional body in relation to roads, road traffic and public transport on roads. The Contracting Authority has the administrative responsibility for 1 245 km municipal roads. An important part of this administrative responsibility is related to services for development, operation and maintenance of the roads and public places in order to ensure good conditions for all road users. The framework agreement shall cover the requirement for minor construction works on roads and streets.

Parallel framework agreements will be signed with up to 5 contractors who shall meet the requirements for minor construction works for roads and streets. Works included in the framework agreements are i.a. road construction works, pavements, foot and cycle paths, speed bumps, stops, public transport lanes, works for tramway lines, roundabouts, retaining walls, road marking, etc. The works may comprise new facilities but also assignments in relation to up-grading. The works shall often be executed it busy city streets, possibly with tramway and many pedestrians. The works can give challenges related to traffic disadvantages for road user groups. Each framework agreement has a contract value of up to 15 000 000 NOK excluding VAT. The total contract value for the parallel framework agreements is approx. 100 000 000 NOK excluding VAT for the 4 years contract period.
