The purpose of this contract is to conclude, following a two-phase procedure, a batch framework agreement for advertising campaign services in terms of marketing communication, marketing content, activation communication, corporate image and related services, including strategic recommendations in this area, for the National Lottery brands, products and corporate branding.

For services relating to existing brands, products and corporate image, the market is subdivided into four lots:

- lot 1: Lotto, Vikinglotto;

- lot 2: EuroMillions, Joker +, Keno, Pick3;

- lot 3: instant and e-Instant games, and Woohoo;

- lot 4: Corporate image.

The contract will be awarded to a single service provider per lot for each of these four lots;

- lot 5: a 5 e lot will be awarded for future other projects and campaigns not covered by a current contract.

This 5 e lot will be awarded to a selection of up to three bidders. A mini-competition will be organized by project / campaign between these (maximum) three best providers who will have been selected, according to the needs of the LN.

This is a two-phase procedure.

The examination and selection of applications will be made on the basis of the selection guide (phase 1) only the selected candidates will be invited to submit an offer (phase 2).

The final date of 23.6.2020 before 11:00 am is the closing date for the submission of application files only.

This means that it is only your answer for phase 1 (selection phase) which must be entered via the e-Tendering platform.
