Aylesbury Vale District Council (further referred to as AVDC) invites expressions of interest and PQQ (Pre-Qualification Questionnaire) completion for this single supplier framework from suitably experienced and qualified suppliers for the provision of a single integrated enterprise business software solution or service that will fully support the management of its finance, procurement, human resources and payroll operations. The software service or solution must be fit for purpose and minimise the overall lifetime management costs (e.g. maintenance and support) as well as being flexible and scalable. AVDC are seeking to harness the benefits which cloud based computing has to offer and as such the Council’s preference is for a cloud based ‘Software as a Service (SaaS)’ solution. The software solution or service must be fully integrated across all core modules and be capable of delivering a HR, Finance and Payroll solution that allows the council to offer these individual elements to other authorities. The solution must be able to be implemented by 31.12.12. The contract will be for a period of 4 years in accordance with the Public Contract Regulations 2006 for Framework Agreements. Tenders will be invited using the restricted OJEU procedure.
Suppliers will be invited to tender if successful in the Pre-Qualifying Questionnaire, which needs to be completed by Wednesday 21st March at 12 noon.
Please note:
Chiltern District Council, Dacorum Borough Council, South Bucks District Council and Bucks Fire and Rescue currently do not have a requirement for this service but are undertaking an assessment of internal procedures and practices and have expressed a formal interest to AVDC in this procurement and are therefore named as parties to which the resulting arrangement is open to. The Authorities’ have a mixture of requirements for all or some of the elements as described in the scope by AVDC.
Therefore the successful contractor may have the opportunity to provide services to these Councils, should they wish to use the arrangement resulting from the tender as here advertised. This means the successful contractor may be expected to provide this service to one or more of the named authorities during the life of the contract. In accordance with the Local Authorities (Goods and Services) Act (1970) and the regulations made under that act, all permitted organisations as named in this notice shall be entitled to place orders under the Contract and the contractor shall comply therewith at the same rates and prices and call-offs orders are subject to the same conditions as are applicable to the lead order and contract that AVDC is looking to place as result of this tender process.
