Description:
Development of draft Forest Management Plans for the Bytów, Czarnobór and Szczecinek Forest Districts and habitat and phytosociological studies for the Świerczyna Forest District.

The subject of the contract are services consisting in the development of draft Forest Management Plans for the Forest Districts of Bytów, Czarnobór, Szczecinek and habitat and phytosociological development for the Świerczyna Forest District. The procedure is conducted in an open tender procedure pursuant to Article 129(1)(1) in conjunction with Article 129(2) and Articles 132-139 of the Act of 11 September 2019. Public procurement law (consolidated text: Journal of Laws of 2022, item 1710, as amended - "Public Procurement Law") and executive acts to the Public Procurement Law. The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Article 139(1), (3) - (4) of the Public Procurement Law.

Preparation of a draft forest management plan for the period from 01.01.2025 to 31.12.2034, together with an environmental impact forecast for the Bytów Forest District for a total area of 23 852 ha.

Description of requirements for the implementation of Part I - development of a draft Forest Management Plan together with a nature protection program, environmental impact forecast:

a) making an inventory of the forest condition together with the initial determination of the thickness of the stands and determining the economic indications using the orthophotomap and ISOK data;

(b) an inventory of wood stocks, including the distribution of thickness into age classes and individual stands;

(c) elaboration of forest condition inventory results;

(d) the development of the results of the taxation, including the preparation of an economic map, economic and survey maps, survey maps and a situational map;

e) preparation of aggregate inventory data (in the form of tables and lists) and collection of supplementary data to the forest management plan and nature protection programme, taking into account the forecast of the impact of the forest management plan on the environment and on Natura 2000 sites;

f) preparation of a general description of the forests of the Forest District, in the part concerning matters related to the inventory of the forest condition and its results;

(g) drawing up taxonomy of stands;

h) development of a verified and updated Nature Protection Programme, development of a map of natural and cultural values;

(i) preparing a forecast of the impact of the forest management plan on the environment and on Natura 2000 sites together with a map of protected areas and forest functions, taking into account the requirements indicated in agreeing on the scope and level of detail of this forecast.

The scope of the contract awarded also includes:

(a) verification of the continuity and integrity of polygon and line layers for land adjacent to the facilities covered by the contract;

b) control of the correctness of the transformation from the coordinate systems in force in the Land and Building Register to the PUWG 1992 system, and in the event of irregularities, their elimination in agreement with the forest inspectorate.

The scope of the contract also includes the preparation of documentation in electronic form, prepared separately for each forest district, which the Contractor will provide to the Contracting Authority on electronic carriers.

The Contracting Authority reserves the right to change (+/-) up to 200 ha of the area of development for individual Forest Districts, which may be the result of verification of land records, real estate turnover (exchange, acquisition, sale), transfer or termination of management during the performance of equipment works, which will not affect the amount of remuneration. Changes exceeding (+/-) 200 ha will be settled in accordance with the methodology described in § 3 of the model contract (Annex 10, 10a to the SWZ) as part of the last invoice.

Required delivery times:

1) Stage I - execution of fieldworks on at least 30% of the forest district's area: by 3 July 2023;

2) Stage II - execution of fieldworks on at least 30% of the forest district's area: by 1 September 2023;

3) Stage III - execution of fieldworks on at least 40% of the forest district's area: by 2 November 2023;

4) Execution of the inventory of thickness of wood resources: by 6 May 2024.

5) Readiness for the Technical and Economic Meeting: by 30 September 2024.

6) Submission of FMP projects in electronic form together with a forecast of the impact of plans on the environment by 8 November 2024.

7) Execution of works related to LMN and transfer of the final database for the needs of SILP: by January 3, 2025.

8) Protocol transfer of the entire study to the RDSF in Szczecinek: by February 3, 2025.

Preparation of a draft forest management plan for the period from 01.01.2025 to 31.12.2034, together with an environmental impact forecast for the Czarnobór Forest District for the total area of 17 787 ha

Description of requirements for the implementation of Part II - development of a draft Forest Management Plan together with a nature protection program, environmental impact forecast:

a) making an inventory of the forest condition together with the initial determination of the thickness of the stands and determining the economic indications using the orthophotomap and ISOK data;

(b) an inventory of wood stocks, including the distribution of thickness into age classes and individual stands;

(c) elaboration of forest condition inventory results;

(d) the development of the results of the taxation, including the preparation of an economic map, economic and survey maps, survey maps and a situational map;

In the scope of protection tasks for part of the area N2000 PLH320007 Parsęta River Basin with an area of 835 ha on land managed by the Szczecinek Forest District, the following should be carried out:

a) development of the scope of protection tasks for part of the Natura 2000 site PLH320007 Parsęta River Basin with an area of 835 ha, located on land managed by PGL LP Nadleśnictwo Szczecinek, to the extent set out in Annex 11 SWZ;

b) preparation of a report being the implementation of protective activities in the exposing FMP, in the scope of monitoring the condition of objects of protection and monitoring

Execution of soil and habitat works on the area of 15 800 ha and phytosociological development on the area of 16 200 ha for the Świerczyna Forest District.

1.Description of the requirements for the implementation of Part IV:

I. execution of soil and habitat works:

a) Execution of basic and reference typological plots of habitats in the first degree of compaction;

b) As part of the fieldwork, at least 250 basic typological habitat plots should be carried out, including at least 75% in the first place in order to identify local, specific conditions in the entire forest district, the remaining 25% should be carried out after a more accurate habitat recognition of the object (through mapping and auxiliary plots) and 1950 auxiliary typological habitat areas.

(c)laboratory testing of soils;

(d)identification and mapping of soils and habitats, taking into account:

- for soils: type, subtype, variety of subtype and soil type and species

- for habitats: physiological-climatic varieties, moisture variants, types and status;

- laboratory tests of physical and chemical properties of soils should be carried out in a laboratory certified by the Polish Centre for Accreditation;

e) a descriptive part containing a description of the natural conditions of the site, characteristics of soils and forest habitat types and guidelines for breeding and management planning, habitat maps showing natural diversity of soils and habitats, source documentation – data from typological habitat plots, summary of analyses of granulometric composition and chemical properties of soils, habitat layer in SLMN;

f) Overview maps of the range of habitats should be made at a scale of 1:25000 - 2 sets of printouts.

II. preparation of a phytosociological study:

a) taking phytosociological photographs (stage I minimum 50% of the area of the Forest District);

b) recognition and mapping of forest plant communities (stage I 30%, II stage 70%)

c) performing the spring aspect in all phytosociological photographs in communities with rich spring undergrowth in May-mid-June, supplementing phytosociological images in patches of communities that were omitted during the first determination of the location of photographs or in order to supplement the number of photographs recommended within the community (stage II);

d) preparation of final documentation which includes: a descriptive part containing a description of natural conditions, floristic characteristics of plant communities and guidelines for breeding and equipment planning, maps of plant communities, source documentation – phytosociological statements;

e) Overview coverage maps should be made in the scale of 1:25000 - 2 sets of prints.

2. The scope of the contract awarded shall also include:

(a)verification of the continuity and integrity of polygon and line layers for land adjacent to the facilities covered by the contract;

b) control of the correctness of the transformation from the coordinate systems in force in the Land and Building Register to the PUWG 1992 system, and in the event of irregularities, their elimination in consultation with the forest inspectorate.

The scope of the contract also includes the preparation of documentation in electronic form, prepared separately for each forest district, which the Contractor will provide to the Contracting Authority on electronic carriers.

The Contracting Authority reserves the right to change (+/-) up to 200 ha of the area of development for individual Forest Districts, which may be the result of verification of land records, real estate turnover (exchange, acquisition, sale), transfer or termination of management during the performance of equipment works, which will not affect the amount of remuneration. Changes exceeding (+/-) 200 ha will be settled in accordance with the methodology described in § 3 of the model contract (Annex 10, 10a to the SWZ) as part of the last invoice.
