Announcement of contract award for the following contest:

Kristiansand Havn KF invite tenderers to a contest for the procurement of the harbour boat specified below with options for a crane and navigation equipment.

The boat shall be used for oil pollution stand-by (up to 12 passengers), and reinforced for ice breaking (12 cm blue ice). The boat shall also be used as a duty and working boat. Therefore, the boat must meet the requirements of certification for this use.

The aim is to procure a boat prepared for a crane, and with an option for a crane adapted to the boat and an option for navigation equipment.

It must be possible to take up the options so that the crane and navigation equipment can be delivered together with the boat.

If the budget covers the entire procurement, a contract will be signed for these at the same time.

The option shall be valid until 31.12.2015.

Submitting tenders.

All tenders must be submitted electronically via the Mercell portal at www.mercell.no within the tender deadline. Late tenders will be rejected.

(The system also does not allow the submission of electronic quotations via Mercell after the tender deadline).

It is recommended that the tender is submitted well before the deadline, for example a minimum of 1 hour before the tender deadline expires.

If there is additional information from the Contracting Authority that leads to you wanting to change your tender before the deadline expires, you can go in and open the tender, make any changes and submit it again right up until the deadline for receipt of tenders expires.

The last submitted tender will be considered the final tender.

The tender requires an electronic signature upon delivery.

During the submission of the tender you will be asked for an electronic signature to prove that it is the actual tenderer who has sent the tender.

You can obtain an electronic signature at www.commfides.com, www.buypass.no or www.bankid.no

Please note that it may take several days for the electronic signature to be delivered to you and as such this process should be initiated as soon as possible.

Mercell recommends that you test sign the available certificate as soon as possible, well before the tender deadline.

Electronic signature outside Norway:

Attention is drawn to the fact that the Mercell portal supports the following signatures from Sweden and Denmark:

Sweden: Svensk Bank ID,Nordea

Denmark: Nem ID, TDC/OCES

Within the EU Mercell uses a service provided by Unizeto (http://unizeto.eu/) through a contract with DIFI and the EU project PEPPOL (www.peppol.eu). This supports most X.509 certificates, but it is unfortunately not possible to obtain a list of the relevant certificates. Mercell recommends test signing an available certificate as soon as possible, well before the deadline expires. The test functionality is in the registration/tender submission steps.
