Description:

Classification, analysis and reporting of safety data and hazard record data from different data sources.

The Finnish Transport Agency collects accident, incident and safety observation data on occupational safety, environmental damage and traffic from all its fairway projects, projects from the ELY Centers' Transport and Infrastructure Areas, and from all areas of railway safety The Hazard Records section of the Finnish Transport Agency's Safety Incident and Risk Management Information System (TURI) collects and mitigates and mitigates hazards and risks related to rail operations and projects analyzed and addressed in the CSM Regulation (EU Commission Regulation 402/2013 on a common safety method for risk assessment). The purpose of analyzing and reporting safety incidents and hazard record information is to serve as a basis for the preparation of the Transport Agency's security status image. In addition, based on the analysis and reporting, it is intended to identify development targets that improve operational safety and the resulting safety measures in the operations or instructions of the Finnish Transport Agency and service providers.

The Finnish Transport Agency requires its service providers to carry out so-called "European Railways" projects, projects and projects related to railway operations. Risk management according to the CSM Regulation and their transfer to the Hazard Register section of the Finnish Transport Agency's TURI system. Projects and projects, in turn, collect safety incident data that have been reported from the beginning of 2017 in the TURI safety incident section. With the TURI system, the Finnish Transport Agency enables the reporting and timely monitoring of safety incidents, the implementation and monitoring of risk assessments, the recording and management of safety inspections and self-inspections as well as the planning, accountability and monitoring of corrective actions.

The TURI system acts as a safety management and risk management tool for the Finnish Transport Agency. As a whole, the reporting of security incidents on projects and projects through the TURI system has been introduced in early 2017. The information is entered into the TURI system on a project and contract basis.

In this context, a project refers to an entity that can ensure data management so that only designated persons working on the entity in question see the safety incident and hazard information. An example is rail control, which is one (1) project in the TURI system. Under this project, contracts have been set up, which are in practice different traffic control centers and other traffic control functions.

The work to be commissioned starts on 1 January 2019. This call for tenders includes completion of the task in 2019.

The procedures and timetables and specifications for the tasks are described in Annex 2 to the invitation to tender.

The task requires knowledge of traffic systems, risk management and road and occupational safety, as well as good experience in identifying and analyzing safety incidents. The assignment will be in Finnish.
