The scope of the external hiring within this tender includes the hiring of freelancers and officers via second-order suppliers with and without recruitment and selection (hereinafter: external personnel). For a complete view of the functions, please refer to Annex XI Overview of hiring external staff.

The tenderer shall carry out the following activities as a minimum:

• The administrative handling of external personnel provided;

• Recruiting, selecting and offering at least two (2) suitable candidates for selection by the Contracting Authority (for hiring questions with recruitment and selection);

• Control of the compliance of external personnel with all relevant and necessary laws and regulations, including but not limited to:

o Deregulation of Employment Relations Assessment Act (DBA Act);

the VOG-control;

o Performing and registering in the file of the identity check and the check on the right to perform work in the Netherlands;

The present contract in this tender represents an annual indication of contract value of € 1,750,000.00 excluding VAT per year. Given the development of the size of ICT hiring at the Contracting Authority and inflation, it is expected that in the next six (6) the costs for external hiring of ICT professionals will increase to € 2,250,000.00 excluding VAT per year.
