The subject matter of this procurement procedure is a framework agreement with an economic operator on the centralised management of mobile devices by one or more administrators by means of software and hardware.

The framework agreement is a contract concluded for the term specified in the notice which obliges the contractor(s) to perform the services called up with individual contracts under the conditions laid down in the framework agreement and the respective individual contract.

These individual contracts shall be awarded exclusively by the contracting entities referred to in Appendix 3 "List of contracting entities" to the undertaking(s) which is(or are) party to the framework agreement at that time.

The contracting entities specified in Appendix 3 to the contract shall become framework agreement partners.

The clients are recipients of subsidies from the Hospital Future Fund and then obliged by the funding decision to comply with public procurement law. As contracting authorities within the meaning of the GWB, some contracting entities are in any case bound by (cartel) procurement law.
