The purpose of this European public tender is to conclude a framework agreement with up to three contractors to provide and service services (both in purchase and hire) of appropriate WMO tools. This is tailored to the individual situation of residents in order to increase the self-reliance and participation of these residents.
Since 2007, municipalities have provided services to clients (hereinafter Wmo 2015) under the Social Support Act (Wmo). In 2015, the term “customization provision” was introduced. The obligation for municipalities to provide customization is more broadly formulated in this law than the compensation obligation since 2007, and the customised provision is complementary to what a person can contribute, and together with the use of their own force or, where applicable, is customary aid or mantelcare is a coherent support offering, or customization. The use of a general provision may also lead to the customization required depending on the client's circumstances.
The tools we talk about in this procurement process include:
— wheelchairs (manual and electric),
— transport facilities (scooters, custom bicycles, children's bikes),
— living amenities (shower toilet chairs etc.)
This concerns the provision of the tool itself, as well as tailoring these facilities for the resident and the maintenance and repair of the tools. Municipalities are responsible for providing adequate resources to their inhabitants as far as the need for support is concerned.
