The Autobahn GmbH des Bundes, Niederlassung Südwest, is planning the six-lane extension of the A 6 motorway between the Weinsberg motorway junction and the BW/BY state border. The measure is included in the requirements plan, annex to the Highway Expansion Act, in the Urgent need with bottleneck elimination (VB-E). The aim is to reduce capacity bottlenecks and increase road safety. For the planning, the 64.4 km long route was divided into six planning sections. The RE preliminary draft is available for all planning sections.
For the 2nd (between Bretzfeld and Öhringen) and 3rd (between Öhringen and Kupferzell) planning sections, the planning documents were publicly displayed in 2018 in the planning approval procedure "Expansion of the A 6 in the section between Bretzfeld and Öhringen (PA A6-2) and between Öhringen and Kupferzell (PA A6-3)". The comments received from public bodies and objections from private individuals were evaluated. A comprehensive first change of plan (road and landscape planning) must be made. The first amendment to the plan is to be put up for public interpretation.
The contractor is to provide project management services as well as technical, procurement/contract law advice. The project management services are based on the AHO (AHO publication series issue no. 9: Project management in the construction and real estate industry - standards for benefits and remuneration, as of March 2020) for the areas of action A "Organisation, Information, Coordination, Documentation", B "Qualities and Quantities" and D "Dates, Capacities and Logistics" for project stage 2 "Planning". Parts of project stage 1 "Project preparation" necessary for the provision of services must also be provided and taken into account in accordance with the AHO.
The core tasks of project management include:
• Control and coordination of those involved in planning from all disciplines.
• Specification as well as preparation and monitoring of services and deadlines including target/actual comparison.
• Determination or preparation of facts and basis for decision-making.
The construction project includes the expansion from four to six lanes with hard shoulders in accordance with the standard cross-section RQ 36 in accordance with the guidelines for the installation of motorways (RAA). Due to its trans-European network function, the A 6 is classified by the federal government as a continental connection in "connection function level 0" with General Circular 07/2018 in accordance with the Guidelines for Integrated Network Design (RIN) 2008. This results in the road category motorway "AS 0" with the design class 1 A. Most of the intersecting roads and paths will be left in their position and adapted to the expansion planning of the A 6. The 2nd and 3rd planning phases are currently in a joint planning approval procedure.
